From what I could tell, this is a somewhat new take on Nin, the Pain Artist. The primary win condition is mill via wheel effects. If that fails, direct damage through Nin + Stuffy Doll, Niv-Mazzet, the Firemind, or Psychosis Crawler is possible as well as simply beating your opponents down with */* creatures.
I have a bunch of ways to copy abilities which can get out of hand pretty quickly with enough mana. Elixir of Immortality and Library of Leng stop me from milling myself.
This was designed as a group hug deck that would still have a decent chance of winning. The strategy should be to deflect hate by helping other players draw cards then use that against them when their libraries get low.
Notable Exclusions:

Empyrial Plating and Sword of War and Peace
I could get a lot of damage out of these cards but they don't help me mill and I don't feel like I will need them if I opt for the damage route.
Leyline of Anticipation and Plagiarize
The leyline would let me cast spells in between copies of a wheel but I rarely have mana to spare at that time. Similarly, I won't have spare mana in the same turn Plagiarize would net me a lot of cards.
Anger and Wonder
I just don't have the space and the abilities are underwhelming if I mill my opponents.
I wanted to have zero instant win combos in the deck since it should be a friendly deck that my opponent's will enjoy playing against so the following were cut: Basalt Monolith Tunnel Vision Vicious Shadows
I should probably run more board wipes, bounce, and counterspells but I'd like to keep the game fun. If I find I need them more often I'll put some in.
Any Jaces wouldn't be bad but I don't know if any are worth it.
I'm open to opinions and suggestions if people stay with the theme of the deck. I would be willing to run any of the excluded cards if people give me good reasons.

Neku-te and Sword of Kaldra
These could allow me to use less mana to remove creatures and I wouldn't give my opponent's so many cards. I already have Basilisk Collar which I can tutor with Trinket Mage or Artificer's Intuition but if I can make space, these might go in.

I like it, but it costs too much mana and doesn't do enough.
Reforge the Soul, Wheel of Fate, Whirlpool Warrior, Shocker, and Winds of Change
I like wheel effects but I don't know if I have space for more and these seemed like the worst.
