I figured I'd try my hand at another EDH deck just because building these seems to be more fun then trying to "netdeck" err... I mean... build decks for competitive t2.
I was looking through the list of generals that people haven't used and I came across Rayne, Academy Chancellor. Her ability seems pretty decent considering it turns your opponents removal into CA for you. Plus I can think of some pretty decent blue auras to put on her that can make getting rid of her pretty tough.
Morphling, Inkwell Leviathan, Blatant Thievery, Pemmin's Aura, Gilded Drake, Bribery, Control Magic, Vesuvan Shapeshifter, Draining Whelk to an extent all seem like pretty good ways to win the game. Control decks are usually light on the wincons, blithen.
Thanks for the comments everyone! Yeah, since it's a control deck, I thought I'd go a little light on the wincons. Plus there are enough cards that steal my opponents creatures that I can always use their wincons against them.
The thing with Rayne is that I don't have to have them target her. All I need is for them to target any of my stuff and I draw a card or two, as long as she's in play. So any removal of theirs turns into card advantage for me. I could try to do more redirection type of stuff like Divert and Misdirection. That way their removal turns into even more card advantage since I get to take out stuff of theirs instead AND draw cards.
Glad to see someone else running a Rayne deck. Mine is rather more casual, pretty much chock full of 4/4 and larger evasive critters and a handfull of enchantments.
You list looks fine but I would drop in a Brine Elemental for the lock and a Guile since your deck actually has counters.

I have to suggest Rite of Replication. This is my new favorite 'ace in the hole' as it were. I have never seen the person who played this spell lose after it resolved, usually targeting something stupid like Bogardan Hellkite or Woodfall Primus.
Gauntlet of Power is a card I try to fit into all of my mono colour decks. It may help your allies sometimes but it's helping you all of the time. And you can go infinite with the gauntlet, 7 islands, and a Palinchron. This may be a 'netdeck' idea but it has it's advantages to being a catalyst for more grandiose ideas.
And my last idea: Jushi Apprentice. This one is a favorite of mine and if it flips, can be a game winner very quickly. I figure you have enough card advantage to get it online fairly quickly and you could play politics in letting people draw cards.

One would think. I recently pulled mine out as without dedicating cards to it, even with the Rayne card draw I was never flipping it. Now the OP's deck has more counters in it so maybe he will have better luck.

Vanishing seems like a good fit. I might have to add that one in. I did find a card that is almost always better than Diplomatic Immunity: Alexi's Cloak. Just because you can play it at instant speed.
Rite of Replication seems good too, especially for the reasons you stated. And there are few times when I won't have a bunch of mana to dump into it.
Jushi Apprentice might deserve a slot, not sure what I'd take out though. I like the extra card draw, but I agree that getting to flip it usually isn't going to happen.

I suppose that card is situational then. I like it enough to put it in and try to flip it even though I'm losing board position. I think it's fun, but not getting it to flip is a let down when you really need some power to help you win the game.
Finding a place for Take Possession could be worth it. It's got advantage written all over it. Idk what else to suggest, I really like your list so far. Any game play feedback would be good to suggest more ideas to fight your metagame.
