Well, I tried to make a somewhat decent & not-so-costly Wrexial deck recently, and quite frankly, it's terrible. I'd REALLY like some help on what to change (which will probably be most of it). I don't care how much needs to get changed, but I really want to make this deck better. Please, make any and all suggestions. My only rule is to please try to keep it somewhat budget for now. I'll work on getting bigger cards later.
Anything specific that you hate? I like Trepanation Blade with Wrex.
I don't know, the whole deck just kind of flounders around a bit then rolls over and dies to practically any other deck I'd like it to just be overall more competitive (though still meant for casual play mostly). It's meant to not quite mill the opponents, but just make them fill up their graveyard just a bit faster so Wrexial has more options when he swings. I just need it to be more consistent, especially in the mana base, and also some good recommendations for some nice utility lands would be great too.
Are there unblockable effects I'm not seeing? Stealer of secrets doesn't seem great without some. Outwit, liliana's shade, ravenous rats, mind rot, last rites, vedalken entrancer, duress, and distress all seem underpowered in edh. There are better creatures and discard effects (though if your meta has a lot of tutors/combos, those targeted discards may not be the worst). Hideous end seems worse than murder; no conditions is really good. It seems unlikely you'll be sacrificing those lands ever, so I'd lose the colorless crystal vein and the etb tapped black one, as well as rupture spire (unnecessary). Urborg seems okay here, especially if you want to keep tendrils of corruption (doesn't seem all that great). Cut purse doesn't seem super good really, people have a lot of permanents usually (seems best turn three, but unless everyone taps out all it does is piss off whoever has to sac a land). High priest rarely stays in my decks long, in sacrifice centric ones it might do something, but it doesn't seem great here. Living death seems very bad here. You have few creatures and are milling opponents, so they will likely get a number of things back. It's not bad with grave betrayal, but it's still much worse than just a plain wrath. Mana leak often times will hit something, but drawn late I'd rather have a hard counter (basically anything...dismiss rewind mana drain cancel, whatever is lying around).
I like knowledge exploitation here. Powerful card (stealer of secrets is a rogue, gogo prowl) that lets you also tutor for wrexial. Lightning Greaves seem real good. The deck looks fine for a starting point, I would maybe comb through your collection again and keep your eyes open when trading to replace some of the weaker cards, but wrexial lets you also play with your opponents' decks so that + the multiplayer nature of the game should even things up if their decks are more powerful (is this for multiplayer? the discard effects + slaver lock make more sense if it's not).

Include a couple more fetch lands to help fix your mana base:
Evolving Wilds
Bad River
Tainted Isle is a great dual land for U/B that doesn't come into play tapped.
One of my new "favorite" mana rocks is Chromatic Lantern. Not only does it tap for 1 of any color mana, but it makes all of your lands Command Towers.
Get some more Copy + Steal tricks:

Evil Twin
maybe even a Thalakos Deceiver
Mimic Vat is a must for any EDH Deck... and it's under $2.00.
Finally... maybe some cheap reset buttons. The following come to mind:
