Hi all. First, my meta is pretty small (about four or five friends in addition to myself) and it's almost always multiplayer; it's definitely on the casual side of things. That being said, here's my list (arranged roughly by what it does, in roughly order of CMC).
The idea is mostly to take my opponents' creatures, and then let Kira give them some built-in protection. Largely just to get down to 100, I had to mentally limit the list to cards that do at least one of the following:
counter a spell (or ability)
take something
draw cards
some necessary artifacts are exceptions to the rule. So I know what a lot of the big suggestions will be in advance. I had my reasoning for not including them, but I'm pretty rusty in general, and in particular I've never built an EDH deck, so I should be easy to convince!
Spin Into Myth - I just figured I could take or counter any commander that would prove problematic, and that either of those would be preferable.
Enchantment control (Control Magic, Persuasion, etc) - I opted for creature-based options and instant/sorcery ones since they can't be disenchanted (creatures will have the Kira bubble).
My biggest concerns are the following:
- Land. Is the count right? Do I have too many nonbasics for Vedalken Shackles and Scrying Sheets? Which of them should I cut?
I think you have enough small artifacts for Trinket Mage, but I would add Seat of the Synod to any mono-blue deck. You might also want to add Riptide Laboratory to save/get extra use from your Wizards (and at least it doesn't CIPT).

- Mana curve. I haven't playtested or graphed it or anything, but it feels high. Should I find room for Gauntlet Of Power, Caged Sun, Gilded Lotus, Darksteel Ingot, etc?
- Do I have enough artifacts to justify Fabricate? Do I have enough cheap ones to justify Trinket Mage?
- Setup. That is, should I cut some of the weaker card draw, controlling effects, and counters to make room for really good bounce, more recursion (Riptide Laboratory, Scrivener, Mnemonic Wall, etc), extra turn stuff, etc? How about Propaganda? Arcane Laboratory?
My budget for any one card is probably around twenty dollars (US). All advice is greatly appreciated!
