First of all, I know this deck is terrible. I created it as an experiment to see if you can actually make a Storm combo deck in Commander. The answer is kind of; if your left undisrupted, you can "go off" on Turn 6 or so pretty easily, but if people counter your crucial spells, mess with your lands, or just straight-up kill you, you're pretty scewed (well, duh, for the last one).
Some of you are probably asking how this deck wins in the first place. The answer is, in a very convoluted way. The simplest ways are just going Turn 6 High Tide --> Omniscience --> cast a bunch of draw spells, storm off, or going turn 7 High Tide --> Palinchron --> some Storm spell. When you DON'T have that in your hand though, how the deck wins becomes much more complicated. What you want to is find the normally janky and wacky seven-mana enchantment Eye of the Storm. Here's the numerous convoluted ways of how to find it:
How to get Eye of the Storm with any one of these cards:
Long-Term Plans: Search for it, then draw it with your million cantrips.
Drift of Phantasms: Transmute for Long-Term Plans, search for it, then draw it with your million cantrips.
Merchant Scroll: Search for Long-Term Plans, search for it, then draw it with your million cantrips.
Mystical Tutor: Search for Long-Term Plans, draw it with a cantrip (or just Tutor end-step and draw it on your turn), search for it, then draw it with your million cantrips.
Personal Tutor: Search for Merchant Scroll, draw it with a cantrip, search for Long-Term Plans, search for it, then draw it with your million cantrips.
Dizzy Spell: Transmute for Mystical Tutor, search for Long-Term Plans, draw it with a cantrip, search for it, then draw it with your million cantrips.
Muddle the Mixture: Transmute for Merchant Scroll, search for Long-Term Plans, search for it, then draw it with your million cantrips.
Now, you may be asking why you are so desperate to find this card in the first place. Well, allow me to demonstrate. Let's say you just cast Eye of the Storm last turn, and now have eight Islands in play. You cast Ponder. It goes under Eye of the Storm, which then casts it again, putting your storm count at 2. You Ponder, and then afterwards cast Whispers of the Muse without buyback. It goes under Eye, and then it casts both of them again, putting Storm at 5. After the spells resolve, you next resolve Time Spiral. Storm gets put at 9, and now everything really goes down. Since Time Spiral exiles itself on resolution, and it's exiled by Eye before resolution, the Time Spiral stays under Eye, and is cast again whenever you cast another spell. You can also order it so Time Spiral resolves first, and then your other two spells so you start with nine cards in your hand the next time. This way, you generate a lot of storm with only a small amount of cards, as much mana as you'll ever need, and basically see your entire deck, probably finding Mana Severance at some point to stop yourself from drawing lands. Eventually, you find Brain Freeze, and mill everyone out (remember that if you're at a large table that it gets cast again when it comes out, so you get double the storm). Palinchron's also infinite storm as well as infinite mana if you find High Tide. Also, if you for some reason need to kill everyone on your turn, you can also cast Words of Wisdom to kill everyone at once.
That's basically what you're hoping to do every time with the deck. It can just sputter and lose sometimes, but when it works, it REALLY works. If you enjoy just combo-killing the whole table, but don't want to spend a buttload of money on every single Tutor ever, this might be the deck for you.
Bonus: I used to have Planar Portal in this deck, but it was too slow and clunky. BUT, you could do this with it:
Use Planar Portal to find Personal Tutor, search for Merchant Scroll, draw Scroll with some cantrip, search for Muddle the Mixture, transmute Muddle the Mixture into Snapcaster Mage, cast Snapcaster and give Merchant Scroll flashback, flashback Merchant Scroll to find Dizzy Spell, transmute Dizzy Spell to find Mystical Tutor, search for Long-Term Plans, draw it with a cantrip, then search for Eye of the Storm and draw it with more cantrips. Congratulations, you just searched your library eight times and scuffed up your sleeves a fair bit by doing so, and made the entire table angry.
Out of curiosity, why Temporal Fissure? I'd think Cyclonic Rift might be a bitter better, considering you don't have to target. Same with Wash Out and Evacuation for specific bounce abilities.

It was supposed to be another card I could use if I tried to combo off, but kinda fizzled and could only get up to around 10-20 storm or something. It can bounce lands, which is why it's included over the other ones. Its slot might be better as something else, though, as it usually doesn't do much. I think maybe All Is Dust is better there.
Ooh, bouncing lands is good too! I may suggest Sunder, though it gets your own as well. Then again, with Caged Sun and Gauntlet (and Extraplanar Lens if you're curious), it doesn't end up being a problem. Just run Reliquary Tower so you don't discard a ton of cards.
