Looks pretty solid. I would suggest Suffocating Blast over Rewind though. Also, there should probably be a Time Stretch in there some where since it just seems good. Maybe over Relearn? You've got a ton of card draw and already have Knucks and Izzet Chronarch to recur stuff. If you are okay with having an infinite combo in the deck, you could run Blood Clock and/or Umbilicus. Ether of those cards + Time Stretch + Izzet Chronarch/Knucks=Infinte turns.
Looks pretty good, but as good as ophidian's eye is, i'd take it out, unless you like paying 4 mana to have your general destroyed, which usally happens when I play it

The thing with Ophidian's Eye, is that it is an Instant Win Condition unless your opponent has the ability to deal with it being enchanted to Niv-Mizzet. However I have to agree, having only one of them is a bit of an issue. To that end I suggest curiosity as an additional version of the card as it does the same thing as ophidian's eye (more or less) and also enables the instant win combination.

Yeah, its an instant win, but honestly, how many times are you going to be allowed to pull it off? And, if you're playing with more than 2 other people, it goes from an instant win, to a kill two people, then run out of cards and lose.
In order to enable a true infinite kill that can take out multiple tables, I suggest running at least 1 Eldrazi (probably Kozilek, Butcher of Truth for even more draw, but Ulamog, the Infinite Gyre is just as good). When you get to a point in your combo, you'll have to be able to play a spell or have an ability on one of your permanents that will let you discard a card, pitch the Eldrazi, then you can shuffle your graveyard back into your library. Lather, rinse, repeat. The only probalem with this is that sometimes most of your deck is in your hand, so your library is too small and you only have so many discard outlets to use. At that point, you need to end your turn, move to your discard step, pitch most of your hand (including your Eldrazi) and kill whatever remaining opponent is left during their upkeep. Of course, if you have a Reliquary Tower in play, then that doesn't work...
My biggest question to you is how you are living long enough to be able to pull off your combos in the first place. I run 40 land, 11 mana rocks for acceleration, and a lot less Draw7's so as to not let my opponents drop their hands and refuel turn after turn, yet I find that the threat of Niv-Mizzet and the lack of early defense makes you a big target and getting blown out early (especially by green decks) happens all too frequently.
All that I can say is go check out Rowan's Niv-Mizzet build. I've been on the receiving end of it constantly. It's fast, consistent and just plain good. I'm looking for a deck currently that can shut his deck down, or out race it, so far with only marginal success. Hope it helps.
Any help? Anything I should add/take out? Anything?

Also i use lots of wheel of fortune effects like windfall or diminishing returns to max Niv's power when he is in play.

That's why the best way to really go off with Niv-Mizzet, the Firemind is with good 'ol Mind Over Matter.
