The idea for this deck came from CommanderCast S4E11. There was a segment in the episode where the cast did an Entourage segment on Mistform Ultimus. Their idea began from looking at the Tribal Equipments from the Morningtide expansion. They then procedded to expand on the idea of using Ultimus as a potential Voltron General.
This deck is me exploring that concept. It is currently still in development, as is evident by the incredibly small amounts of non-artifact cards, but I figured I'd go ahead and post the current build.
-Card Selection:
-The Tribal Equipments (except for Veteran's Armaments) - As these were the seed of the Voltron Ultimus idea, I thought it intelligent to include these in the build. The only reason Veteran's Armaments is not present in the deck is because I do not own one.
-Strata Scythe - A mono-colored Voltron EDH/Commander deck without a Strata Scythe!?! You must be crazy!!!
-Umbral Mantle - I have seen this make many non-Vigilance Generals capable of swinging for Commander Damage and then be capable of blocking against opponents with an added power and toughness boost, so I figured I throw it in here.
-Trepanation Blade - I'm going to go ahead and confess: I've never played with this card prior to building this deck. But I thought that since I was building a Voltron-strategy deck, I might as well throw it in. It is very possible it could make Voltron Ultimus a Commander Damage head shot and/or mill people half-to-death. Seems like a viable win condition to me.
-Spire Golem - I'm playing a mono-blue, artifact-heavy deck... Why not include this card?
-Shapesharer - Well, this creature can currently turn Voltron Ultimus into anything on the table, with or without his Voltron-y pieces attached!!! WHAT HAS SCIENCE DONE!?!?!?!
Seriously though, I have a slight inclination this could make Voltron Ultimus incredibly formidable in-combat. Also, if I ever get a Cryptic Gateway, tapping Shapesharer and Voltron Ultimus would allow me to put any creature in my hand into play.
-Knowledge Exploitation - Voltron Ultimus is a Rogue, so I can play this for its Prowl cost. I think that makes this card so worth running in this deck.
-Wishlist for this Deck:
-Cryptic Gateway - I mentioned this card already when I discussed why I'm running Shapesharer, but I'll reiterate myself. If I tap Voltron Ultimus and any other Changeling, I can play any creature in my hand for free. That's pretty freaking sweet.
-Veteran's Armaments - I have all but one card from the cycle that started it all. Why not finish it up?
-Swarmyard and Elephant Graveyard - In this deck these two lands do the exact same thing: They regenerate Voltron Ultimus! I'll probably get a Swarmyard since it doesn't have the absurd price tag that Elephant Graveyard has. Plus, Swarmyard proves that Voltron Ultimus is the most horrifying of vermin: He's an Insect-Rat-Spider!!! OH THE HORROR!!!
-Basilisk Collar and Quietus Spike - These are two of the three Deathtouch-granting equipments (The third being Gorgan Flail, and is already in this deck). These make Thornbite Staff really nasty in this deck, just saying.

I feel like you would be better off dropping some of the less impressive equipment for some other answers, some card draw, and possibly some more ramp. Equipment like Spidersilk Net seems pretty bad here. There's really no offensive reason to have it, so it's frequently going to be a dead draw. Even adding something as simple as Boomerang is immeasurably more useful. It clears a path for Ultimus, it answers problem permanents, it protects you from enemy creatures, it can bounce one of your permanents in response to removal, and it's one of the simplest answers you can run. Throwing in something like Capsize to reuse or Inundate to spread the love around can go a long way. Additional counterspells stop threats you would otherwise be unable to deal with, and card draw insures you see your equipment and the mana to play it all.
You can also take a much meaner approach, though that's not for everyone. Your focus on a single, fairly low cost creature and basic heavy manabase means you can run things like Back to Basics, Sunder, or Overburden, which help you keep the table down long enough to get there with Ultimus. Blue actually has quite a few solid options if you want to attack lands. Again, not for everyone, but I feel that you can get away with a little more when you're playing aggro blue.
You have some interesting themes to start here, but it still definitely feels like it's being developed. You should probably pare down your equipment options to about a quarter of what you have now and add in some cards to speed up your deck while disrupting your opponents. Ultimus has been on my "to-build" list for quite some time, so I'm interested to see where you go with this.

Since you'll probably be having a few slots still open, you're gonna need some draw. Try these out: Rhystic Study Mystic Remora (bad in the early game for an aggressive deck, but still a good card) Recurring Insight Time Spiral Timetwister Mind's Eye (not very good for an aggressive deck but it still goes in every deck I make, its saved my butt plenty of times) Scrying Sheets (turn all your basics to snow basics and this card becomes a very nice engine when played along side top or Scroll Rack)
Also, you're ramp is kind of poor. These are much better: Thran Dynamo Gilded Lotus Darksteel Ingot Coalition Relic Felwar Stone (shouldn't matter if your opponents' aren't playing blue, you should have enough blue from your lands, this is still solid in mono decks) Mind Stone Mana Crypt Thawing Glaciers (not really ramp but it helps with thinning, with sofaf it becomes ramp though) Terrain Generator (absolutely amazing in mono color decks since you have so few non basics most of the time)

Thanks for recommending some cards to replace my more lackluster equipment cards. As you said and as I said in my original post, this deck needs work. It needs ALOT of work. I really enjoy playing Voltron-strategy decks (even though this is the first one I personally have built), so I fully intend to continually modify this deck. Perhaps my inexperience in building Voltron decks is why this deck is currently in such a poor condition, but hopefully, the more I play with it and the more ya'll post, I'll eventually have a pretty sweet deck.
You might also consider the various blue "lords". Lord of the Unreal and the various merfolk lords are decent. Grand Architect can help cast equipment and also buff the team.

First off, thank you for pointing the out the least needed equipments currently present in this deck, most of them I don't think I'll have an issue pulling out.
Thanks for recommeding the idea of using unblockable creatures for other potential Voltrons. Call me crazy, but it wasn't an idea I had even thought of.
I like all of your card draw recommendations except for Timetwister, because of it's disgusting price tag, and Scrying Sheets, but that's just because I don't own any Snow-Covered Islands.
And like you, I have realized my ramp is extremely poor, and I'm pretty sure my opponents notice it too when I'm playing against them. It's definitely a package I need to modify.

I had thought about Lord of the Unreal, since Voltron Ultimus is an Illusion on the card, but for some reason, I was not even thinking about other lords. Thank you for pointing out what should have been blatantly obvious to me.

Yep, but in my playgroup the power level of everyones decks is satisfying enough to make Knowledge Exploitation incredibly useful.
I forgot to mention Wing Splicer yesterday...not only do you get two bodies for 4 mana, but Ultimus is also a golem and he loves to fly!
If you do decide to add a bunch of lords to the deck, Amoeboid Changeling can help you spread the love around.
Oh, Wing Splicer is tasty indeed. As much New Phyrexia as I've bought, I don't think I've ever seen that card, it's definitely worth looking for though.
And I run Amoeboid Changeling in my Sliver King EDH/Commander deck, it can be a very political tool and it synergizes with Sliver King really well, I can only imagine the shenanigans it could do in this deck.

Also, I managed to find a Bonded Exoskeleton at my place of work today (I work at my LGS), I set it aside for myself and I'll be back at the store tomorrow to pick it up, and to play the Magic Celebration (Because who doesn't like fre boosters?).
A lack of Shifting Sliver confounds me. Or that matter, ANY sliver.
You may laugh, but Slivers aren't a direction I'd even remotely considered for this deck. That's a pretty good idea, and it wouldn't be hard at all to develop, considering that I'm already used to playing with Slivers and I have a lot of them that this deck could use.

-Oathkeeper, Takeno's Daisho and Wanderwine Prophets - If I equip Oathkeeper, Takeno's Daisho to Voltron Ultimus, and the Prophets manage to deal combat damage, I can sacrifice Voltron Ultimus for a Samurai-Fish-induced infinite turn combo!

I had considered Riptide Laboratory since Voltron Ultimus is a Wizard, but I hadn't even remotely thought about Academy Ruins.

I had Ultimus suited up with a few equipments (including the Flail), Shapsharer, and Blighted Agent in play. I one-shotted someone at my table by turing Ultimus into the Blighted Agent with my Shapsharer, because the Flail doubled my Poison damage.

Also, I managed to find a Bonded Exoskeleton at my place of work today (I work at my LGS), I set it aside for myself and I'll be back at the store tomorrow to pick it up, and to play the Magic Celebration (Because who doesn't like fre boosters?).

You may laugh, but Slivers aren't a direction I'd even remotely considered for this deck. That's a pretty good idea, and it wouldn't be hard at all to develop, considering that I'm already used to playing with Slivers and I have a lot of them that this deck could use.

I switched out Ogre's Cleaver and Vulshok Morningstar for Grafted Exoskeleton and Sword of War and Peace. I've already updated the deck list.
