Hey guys!
This is my first Commander/EDH deck, built mostly for multiplayer casual. It's been a long time (about a year or so) since I started building it. It looked more or less like a pile of RUG jank by then, as you can see by the first comments. I've taken a much more focused direction since.
The current incarnation of this deck is focused on creatures. It plays much like an Animar deck in that it depends a lot on board presence and uses a lot of creatures with ETB abilities. I also have a lot of cards that rely on the top card of my library (Magus of the Future, Oracle of Mul Daya, Lurking Predators et al) for the more-than-obvious theme with Intet.
Main win condition is tapping dudes sideways until opponents are dead. Said dudes more often than not rely on Spearbreaker Behemoth and Fires/Fervor to avoid board wipes. Other than that I can pull some shenanigans with Riku, Rite of Replication and/or Warp World.
Oh, and... Do I have to explain my budget limitations? Basically, expensive = bad. That explains the glaring lack of staples and the questionable mana base. That's it, then. Any suggestions/questions/potential discussions, just leave a reply.
Wishlist
Here's a couple cards I'd love to run if I had the cash for them. 3/4 of them are additions to my mana base, which is an ever-present problem because good lands are a) expensive and b) uninteresting to spend on.
Phantasmal Image Clone for two mana. I don't plan on aquiring this one anytime soon, though.
Glen Elendra Archmage
I lose a lot to bomby sorceries like Genesis Wave due to not running a lot of counters. The Archmage would prevent that, as well as stopping untimely removal, in a creature-based package, so it's nearby perfect except for the $6 price tag.
Raging Ravine
OK, it's not really that expensive, but I had to make some budget cuts. Coming into play tapped isn't that much of a drawback in exchange for fixing and the ability to hold equipment.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
Well, if your list is meant to be multiplayer where I moved it to which is the multiplayer area of the commander forums. Otherwise if you plan on this being a 1v1 list I can move it again to obviously the 1v1 area.
I might recommend Sensei's Divining Top, Sylvan Library, and Scroll Rack as all amazing topdeck manipulators that would allow you to select what you will be hitting with your commander's ability.
EDIT: also if you just take your list and dump it in your original post it makes it a lot easier to leave direct comment on your list.

Another thing: I'm still a student and Magic isn't my only hobby, so my budget was very austere. This means no overpriced super-efficient creatures and no fancy expensive dual lands.
There's quite a few budget alternatives for those expensive duals, I suggest you to check this site out http://mcgees.org/commander-app/. Especially if your playgroup is casual, some CITP lands shouldn't hinder your speed too much.
Well, let's see...
Top, Sylvan Library and Scroll Rack are a bit expensive... Not unpurchaseable (hope that's an actual word), but if I start going that way I'll probably end up having to ask my parents for money this month, and I kinda promised myself I'd stop doing that.
More card draw... I run Hunter's Insight in my most of my green decks, but I don't know how it works in this format. Same for Curiosity. I've also been looking at Enclave Cryptologist and Sphinx of Magosi. I'll probably remove Divination, because it's not really effective.
And about removal... I'll add a Bramblecrush and a Slice in Twain. What about using Confiscate or Take Possession to answer noncreature permanents?
And what should I use against Commanders with shroud or protection inRGU?

As for natural shroud you will be reduced to using board wipes and or trying to chump block them. Evacuation, Starstorm, and Blasphemous Act all work fairly well to catch them. Chump blocking them for turns on end with tokens and or utility guys can work as well.
I would suggest running Worldly Tutor and Mystical Tutor.
They are nice to play with Intet's ability on the stack. Grab whatever you want and put them on top.
I would personally keep Crystal Ball in deck, as you don't have top or sylvan library.
About Confiscate and Take Possession - red and green have better and cheaper (mana wise) ways to deal with non creature permanents, even though those two are fun cards though and have their uses. Essence Scatter and Negate I would replace with Hinder and Spell Crumple, Dissipate ain't bad either. Voidslime is really good too like suggested above.
For spot removal I personally like Pongify a lot.
Hmm, lesse, good cards for intet. Mirari allows you to double the cards you cast off Intet, or any you play normally. Recurring Insight is an amazing draw spell in EDH, even if it does cost a lot of mana. Lignify is an extremely handy way to deal with generals, or any other problematic creature. Just don't use it on the black general/guy who can sac and recur. Rite of Replication is very good with intet, if you cast it off him you can still pay the kicker.
Each of these should be budget friendly cards, not too sure bout mirari though.

I'm thinking about scratching off counterspells. I'm not sure if they are going to work here, and, to be honest, I don't like them. Maybe a Voidslime, since everyone loves it so much (and I can't dislike any spell that flings an ooze at my opponent).
And I can't believe I haven't added a Rite of Replication! It's already awesome on its own, but imagine it combined with something like warstorm surge to wipe out entire TABLES of players! (sorry, having a Timmy moment right now)
Other than that, possible candidates are Spearbreaker Behemoth as a possible way to deal with board wipes (from what I know they're quite common in this format and my deck doesn't have many ways to deal with them) and Animar, soul of elements (first because it has pro white and black, and those are the most common colors where I play, and second because... well, because it's good).
So, this is it. Have I done any horribly wrong changes until now?

I started going through the list and started picking out things that you would want to copy. Then I remembered this is an Intet deck and not a Riku deck. Woops! Anyways, I think there's a large amount of creatures in the list (with only going through the first half) that are really mediocre.

Among some others have no immediate impact on board position. With an intet deck, especially one with these colors, if it's not going to follow a theme you want to make as many cards as possibly do as much as possible. Most of the cards I've listed either have no immediate impact on board state or have really no impact on board state, unless of course they last a turn. I'd recommend removing most of these creatures for ones that destroy enemy permanents, counter spells, bounce permanents, or accelerate you in some way. I know that some of the cards you have here do exactly this, but most of them are fairly underwhelming.
The deck is going to suffer from board wipes, it will happen. It's the only way for people with inferior coloirs to be able to stand up to the power of blue and green in this format. Which is why you need to maximize everything you play by it having an IMMEDIATE impact on the game as soon as it hits the field. It seems like you're trying to keep the deck somewhat budget, but there's lots of options out there.
I'd have more to add but I wrote a lot then had to remove it once I realized you're not playing Riku as your general.
As an aside, Riku is solid in the deck.
I really like Chancellor of the Spires in this deck! I feel like he's so underrated. My only suggestion would be a Garruk Wildspeaker. He would be solid in this build.

Yeah, chancellor is awesome. Some of this deck's funniest moments come from it.
I kind of avoid using walkers because I don't like them very much, but when I feel the deck needs an extra boost I'll look for Wildspeaker, along with a Sarkhan Vol.

Well, I tried Call and found it a little too clunky. It takes a lot of set up to work properly. Terastodon would be great. My last game was won by casting a Rite of Replication on someone else's. I don't know how I've failed to include him until now (although lazyness would be a valid guess).
I might cut Ponder in favor of Mystic Speculation.
Yeah I hear ya. I'm just really attached to the card because I looooove dropping a bunch of critters into play at instant speed.
I know how you feel. It's not that Call isn't an excellent or fun card, it's just that there are already more ways to put use the top cards of your library and they started to get into each other's way. Like when there were both Call and Lurking Predators in play.

I don't need to sac Hoarding Dragon. I'm not playing him purely for his tutor ability, he's also a reasonably costed creature in a creature-based deck. And the 6 artifacts I run (Hellkite, Simulacrum, Cloak, Boots and artifactlands) are plenty. There's never a particularly bad time to get either of them. Beast Within is great, but I prefer Crushing Vines in terms of flavor. As for Brainstorm, there's already Ponder in there and it feels unecessary to upgrade it for now.
I'm sure Nacatl War-Pride is great to let my stuff go unblocked (not so much about it being a good combo card), but at 6 mana I'd rather be dropping fatties already. Empath could be an excellent addition, though, given the amount of CMC > 6 creatures that are also utility (Sphinx of Uthuun, Paleoloth, etc).

If you are referring to things like Lightning Greaves and what not for added shroud / hexproof I recommend running some Naturalize type effects as well as some creatures such as Acidic Slime and Wickerbough Elder as well as your options of Beast Within and Chaos Warp to solve them.

I'm making the thing more creature-heavy to get the max out of stuff like Lurking Predators and Warstorm Surge. So I've added Garruk's Packleader, Azure mage and Sphinx of Magosi for card drawing. Also considering Biomantic Mastery.

Mystical Tutor and Worldly Tutor are going to be huge here. Especially since you can mystical tutor for something like Time Stretch.

Brainstorm would be a solid add....puts fatties on top for lurking predators and intet....
Nacatl War-Pride is the best taunting elf ever, and is obscene with garruk's packleader
