I've been a casual magic player for quite a while, and a couple of weeks ago my playgroup bought the five Commander Precons. I am hooked, and would like to venture into EDH a little more. I have an old Homura sitting in the basement, and I love the card, so I figured I would use him as a general. I'm aware that the decklist isn't good, and I would like help! I looked at the two Homura decklists in the database and cannibalized quite a lot from them. Here's what I came up with:
I actually have a Marton Stromgald token based deck which you might be able to use some of the concepts from which can be found in my sig. He plays a little differently but the concept is still similar as your commander is the source of a nice big buff for your guys so he naturally lends himself to be good towards tokens and solid red / artifact creatures.
Some noticable things:
Your landbase needs an overhaul. Just all mountains doesnt do it as you lack utility. I would consider the following package:
Buried Ruin mono red decks rely a lot on artifacts to make up some utility. This land both taps for mana and it can be used to recover important artifact utility cards. I run a good number of artifact creatures as well. This can be huge to recover something.
High Market sacrifice your commander to flip him. Very useful in a land as you need to be able to move him out sort of at will.
Keldon Necropolis sac a creature such as your commander and do some damage. This can be useful for killing utility commanders and it can be used to flip your commander.
Kher Keep 2 mana for a token. If you flip your commander the token is a 2/3 flying firebreathing token. Worth a slot I would say.
Miren, the Moaning Well sac creatures for life. Great for moving your commander into an enchantment or stopping theft. The life from this adds up fast.
Scrying Sheets if you decide to trade your mountains out for Snow Covered. It can be pickup card advantage which isnt half bad. If you run snow lands you can also run Skred which is a great card as well.
Tectonic Edge another cheap land removal. If you have the money for it run Wasteland instead but I have found that Tech Edge is mostly the same thing for 1/10th of the price.
Terrain Generator it can ramp you out early on. It is an option at the least but I usually dont get the utility out of it.
Valakut, the Molten Pinnacle amazing amazing removal in land form. This land is so neccesary in a mono red deck. GETTT ONE!!!
Winding Canyons flashing creatures in can be great utility if you can afford to do it later on. It allows you to have surprise blockers and jump behind a wrath to get jump started. It can be good utility.
Not all of those lands are needed by any means but I would suggest you get Valakut, some of the creature sacrifice lands, and probably a Strip Mine to get started. Improving your landbase should be cheap (outside of doing the snow lands thing which will cost like $25-30 on average.)
Some other thigns to consider:
Pyroclasm -> Incendiary Command increased utility and more options. It is more expensive but I cant recall the last time I needed a pyroclasm effect before turn 5 unless I was playing my own Edric deck. In a new playgroup you will be better off with the versatility of the command.
Grab the Reins would be great as you can threaten an opponents creature and sacrifice your commander to kill a second creature or grab an opponents creature and sacrifice it. It seems good for the versatility even though it is a bit expensive to entwine. I think I would bring it in for Reckless Abandon or Threaten even though it is more expensive to do it is instant speed and seems better overall.
I would also look into doing a bit more of the token producing tactics. There are lots of things that produce tokens that you could use and are not.
I forgot to mention that I don't have very much money to spend on magic, so expensive cards are out. But most of those lands come in around 25 cents, and I can swing that. Thanks!
Here are some other really amazing budget friendly creatures that I think you could take advantage of:
Emrakul's Hatcher spawns 3 tokens one coming into play which can be used for chump blocking or used up as mana. Once your commander flips they get buffed nicely. Super budget friendly as well.
Rapacious One the harder he hits the more dudes he spawns. If he is firebreathing and flying you can easily spawn like 10+ tokens in a turn. Those tokens in part are then 2 powered flyers when your commander is flipped which is totally bad ass. Again super budget friendly as an uncommon.
Braid of Fire every turn it spawns more mana. You can dump that mana into your commander's firebreathing ability and just turn it into hitting harder and harder or use it to cast an instant without tapping down resources. Not super cheap but like $3-5 on this one.

Repercussion could also work nicely as an alternative wincon with all the sweepers you're running.
