So I originally made this off of a hilarious interaction when I played my Vhati il-Dal deck with Horobi just in play. Then I decided to make a deck that does random effects that target creatures, just for Horobi to kill them. Minion of Tevesh Szat probably never looked so good!
Anyway, it seems pretty good for multiplayer as it scales decently(Horobi's effect is global) and it has some decent reach. I like how it hoses equipments the most though. Admittedly I do play exactly one equip in the deck as it combos with Horobi's ability itself; Umezawa's Jitte.
The deck can struggle to actually kill other players as your creatures are just as vulnerable as their's, though Horobi general damage is a semi-viable win condition. Or just random beats. Anyway, it's all just for fun, so enjoy!
Yes, I know about Cauldron of Souls interaction with Horobi, but my friend has it in Reki, the History of Kamigawa deck, so I put I think Flying Carpet in it's place. Bet you'd never think you'd see a competitively played Flying Carpet eh? >_>

Have you considered putting in Dauthi Embrace? With Cabal Coffers you're nigh-invincible; You'll control the creature board and will be able to outlast anyone who can target Horobi by any other means.
Speaking from experience, Myself and 2 others played a game against him and we were all struggling to stop Horobi (we all played some form of black with no Nevinyrral's Disk or other ways to destroy enchantments.) We popped Horobi 8 times and he was still able to enter the field.
I assume you have a harder time with WG decks as they will happily relieve you of said enchantment or possibly land.

Ha! Dauthi Embrace is awesome! I've already been thinking to get one for the Drana voltron deck, but this is awesome. Should get one and a Cauldron of Souls next time I buy cards. WG could be problematic, but there are so many random interactions in here it's hard to stop them all!

If Horobi will be your commander, You can use (in a sideboard most likely) Black cards that benefit you whenever W or G is played. (Can't remember the cards off the top of my head but they involve life gain, destruction etc. Use the Gatherer and select only Black cards and include forest or plains in the rules text and you'll find some fun surprises.) Also it doesn't seem very good, but you could try Dash Hopes as the one Black (easy to counter) counterspell.
This might end up changing the deck entirely, but your deck would seem to benefit from cards like:
and maybe use Abyssal Specter and Scythe Specter alongside Dauthi Embrace to make then near unblockable or use anything that gives your creature(s) fear on top of that. Less cards for your opponents to deal with Horobi's presence gives you that much more power and the ability to predict and counter-play a counter-happy blue player.
Your real problem is Hinder and Spell Crumple. I can't think of anything at the moment on how to counter that besides from using every single search card available to you including Diabolic Tutor and Beseech the Queen just to get Horobi back.
You'll also need to find a way to protect Cabal Coffers from destruction. One way for certain to do that is to use Crucible of Worlds so that you can bring it back from the graveyard and keep it on the field.
At the moment, I'm just scanning through your deck so forgive me if I miss something critical. You might want to cut down on (not remove all) the number of creatures that target as you'll likely be using artifacts or the enchantment to do so. Crucible of Worlds will be your greatest friend and you'll need a way to give your artifacts shroud (there's a card that can do that, I just forgot what it is) or use Buried Ruin and if Horobi is countered, you're in BIG trouble. Grimoire of the Dead can be a big help if you play it correctly, and the game ender if you can pull it off, especially when you relieve your opponent of their cards in hand with the card removal creatures and if Horobi is nowhere to be found. Also since you use persist and have -1/-1 counters, You might be able to use Hex Parasite to bring back your scarecrow over and over.
In my Bolas Deck, I use Grimoire of the Dead to get it on the field and then use Devastation to wipe the field entirely while having a mana card in my hand leaving artifacts and enchantments, leaving my book enough time to summon every single defeated monster in the game.
Of course this is all opinions so don't take it all to heart.

This thread necro inspired me to shift my mediocre Endrek Sahr deck into a slightly-better-than-mediocre Horobi deck. Thank you.
Bullwhip and Oasis are my suggestions. I even use the former, but need to acquire the latter. I'm even trying out the ancient Cuombajj Witches for political point removal - I may lose my Horobi, but then again, maybe not. It did occur to me that indestructibles and regenerators would survive.
Time to overhaul the deck already, for some of both the above!

Cauldron of Souls is a must. If hirobi's out, its essentially In Garruk's Wake minus plneswalkers just by tapping. If he's not out, it's crazy good recurrence.
Retribution of the Ancients is really good too. It has the same job as Dauthi Embrace, but cheaper, since you can just choose to remove 0 counters from a creature and give a creature -0/-0, but killing them with Hirobi's ability. Mogis's Marauder is also an excellent hirobi synergy, since you get to kill creatures equal to your devotion to black for 2B.
I would run the Mikaeus, the Unhallowed and Triskelion combo, since both are really solid alone in the deck, as Mikaeus keeps your stuff alive while everything is dying, plus you can use Retribution of the Ancients to re-prime cards recurred with Mikaeus to trigger undying again, or just use cauldron of souls to give creatures undying and persist, making them unkillable that turn. Triskelion is just kill 3 things for 6 if hirobi's out, which isn't bad at all, and also goes infinite with cauldron.

Then there's just classically solid black staples, like Grave Betrayal, Reiver Demon, and Sheoldred, Whispering One
