First and foremost, let it be known that this is a casual deck and will keep parallel with the strategy of the pre-con, so don't go in expecting anything ridiculous. That said, this is a great general and a fun deck that is open to suggestions.
There is just so much I love about The Mimeoplasm, both flavor-wise and in terms of playstyle. Being the one of the only legends without a name, alongside Horde of Notions and Reaper King (more awesome flavor cards), gives it a certain air of foreboding that I adore. (If I had the money for a penta-color deck Reaper King would have a deck too.) As far as play goes, GUB are pretty-much my dream colors, g/b being the colors for my first EDH (Nath), and blue adding bits of control, mill, and draw power. With three colors great for tutoring and acceleration the pace stay's fast enough to keep each turn interesting without annoying your playgroup with crazy long turns.
The strategy is pretty strait forward. Mill yourself, mill your opponents, destroy opponents' stuff, recur with Mimeoplasm or spells, beat-face for the win.
What are you planning to target with The Mimeoplasm when it's time to bring him out? I am in the process of tweaking Devour for Power as well and I found that if I didn't bring him out with some kind of protection, he would get immediately sent right back where he came from. So I've since thrown in creatures like Inkwell Leviathan, Kodama of the North Tree, and Thornling so that I can copy creatures with some built-in protection so he can stick around for at least a turn or two.
Lord of Extinction is one of my favorite cards to use in this theme, because he can get comically huge with a bit of mill in the deck. Careful Consideration can help you get some cards in the graveyard quickly while deciding which ones go there. Hermit Druid is another mill machine that can power up Lord of Extinction, Mortivore, Lhurgoyf, etc. quickly.
Lord of Extinction has always been a fav card of mine, I was glad to be able to use him to full potential here. Hermit Druid is a good card, but I try to stick to cards that can mill both me and/or my opponent.
I'm using my only Liliana in my Nath deck, but it's not working out so well right now so I may take some of the better stuff out until I can fix up the build. Putrefy is a great card and I have no idea how I forgot it, thanks for pointing it out, but I'm having more trouble finding a place for other artifact and enchantment hate, feel free to recommend things to replace.

Liliana Vess fits a graveyard deck very well, I think. Also, you might want to try include more cards like Naturalize, Oxidize, or Putrefy for when the inevitable Tormod's Crypt or Relic of Progenitus comes out.
