This is a very casual idea that I was toying with. I want to build a "Ping" deck in EDH. Since almost every good "pinger" is in Blue and Red I see no reason to look any further than Niv-Mizzet, the Firemind. Here is what I have come up with.
So...what do you think? A few surprise cards that I found when looking for cards for this deck.
Shivan Gorge
I have never seen this card before. This not only fits the theme...it is actually really powerful. Plus...it hits each opponent.
Sigil of Sleep, Charisma, Cowardice
These cards are crazy in this deck. You can completely take over a game with any of these cards. I have never even seen some of these before.
In
A. Basilisk Collar - Deathtouch with "Pingers" is nuts. Plus this makes another addition really good thanks to the lifelink.
B. Sigil of Sleep - This card is nuts. Not only can you lock out a general...but you can just flat out control a game.
C. Quietus Spike - This doubles as both a deathtouch with a "Pinger" or a super finisher with a beater.
D. Grafted Exoskeleton - This turns a "Pinger" into a super "Pinger". Basically dealing 4 damage instead of 1. On Niv-Mizzet, the Firemind...this can knock someone out of the game with a draw 7.
E. Heartless Hidetsugu - This makes the "Pingers" that much more effective by removing half of everyone's life. On top that when combined with Basilisk Collar things get nutty.
G. Charisma - This card is just ridiculous in this deck. It allows for some really really dumb plays.
H. Gratuitous Violence - The main reason why I play Time Warp effects in this deck is to get more use out of my pingers. This card effectively does the exact same thing every turn. This is an amazing card in the deck.

A. Curiosity - Geekpowered made a great point about this combo. The politics of simply having it in the deck is enough of a reason to cut it. By replacing it with Deathtouch type equipment I can get more bang for my buck.
G. Planeswalker's Fury - I think that this card is really good and actually fits the theme of the deck. However I just not able to justify it over Charisma.
H. Reveka, Wizard Savant - The drawback on this card is pretty lame. For an additional mana I can make all my Tims and Toms do the same thing without any drawback. Seems like a much better deal.
J. Planeswalker's Mischief - Clearly the best card in the cycle. I like this card but it just doesn't mesh well with the deck.
K. Flamewave Invoker - I think the reach that this guy gives the deck is amazing. I question whether this guy will stay on the sidelines over Apprentice Sorcerer. I will toy with it a little.

Just making sure you realize Energy Vortex only does three damage total, not three per counter. Your little paragraph there sounds like you think it does a lot more damage than it actually does.

Bah. I even read that card three separate times. Ok...so it is actually terrible.
In my opinion, this deck will want a faster way to finish out the game, other than the Curiosity/Ophidian Eye combo. I recommend putting Heartless Hidetsugu in. He's great with the Collar or the card draw enchantments. In fact, Quietus Spike fills the dual roles of being deathtouchy and helping you close out a game where you have control over the board. Another card that would quadruple your normal clock is Grafted Exoskeleton. I've had a Mizzy deck before (more Wizard tribal than yours), and I found these cards won a lot of games without putting you at a political disadvantage like the less bounded Curiosity combo does.

Also consider Quicksilver Dagger, Mind Over Matter, and Charisma. I made a pinger deck (60 cards) a long while ago. Didn't turn out so great (I imagine it will work better in EDH), but I found some pretty awesome cards for the deck.
Cowardice is a fun thing to put with ping effects to. I used a Red/Blue ping deck to make a guy with Mirari's Wake out scoop from sheer frustration at being unable to do anything since I held all my counter for boardwipes and the off disenchant effect.
Also Fire//Ice it's in color and amazingly good for what it is.

Nin, the Pain Artist seems like a really good draw engine in this deck. Ping one of your own dudes, draw X cards, deal X damage with general. Seems really decent.

I thought about this originally. What would you suggest exchanging it for?
Fervor will make sure you get to use these abilities before the creature dies. Thousand-Year Elixir seems have been made for pingers.
Kamahl, Pit Fighter is the ultimate pinger.

Propaganda[/CARD] and the 2 other cards with similar effects I can't think of would be good since you don't have much of a defense if you can't ping the creature. Lightning Greaves is very common in EDH.
I second adding Nin and Charisma seems pretty fun too.
I don't see Planeswalker's Fury and Planeswalker's Mischief doing much for your game plan.
I know my Niv build really loves Neko-Te. It is a great way to deal with big creatures (they cant untap until Neko-Te is removed from the battlefield), and it adds a bit of "oomph" whenever your pingers hit an opponent (they lose an additional life if damaged).
EDIT: with 8 wizards in your build, you may want to consider Azami, Lady of Scrolls for card draw (which will also empower Niv!)

F. Embershot Goblin - I love the art on this card but...in EDH it is just worse than Viashino Fangtail.

I have found that the strictly worse Tim's in this deck are not cutting it. Therefore I want to cut them. These cards would of course be Wu Longbowmen, Capricious Sorcerer, and Apprentice Sorcerer.
