This is a budget deck for Magic Online so some of the card choices are strange because they are very cheap online. I very rarely win with this deck because it seems to draw extreme irrational amounts of hate so I'm looking for some bomby spells to help me win despite that. Insurrection has been great and I'll pick up a Thieves' Auction shortly which should help a bit. My gameplan is just to deal out as much damage as I can before I get hated out of the game and sometimes maybe even win a game here and there.
Thieves' Auction - My plan is to cast this with Zo-Zu in play and pick him first. This will result in huge damage to everyone when they start picking land.
Repercussion - This is great with Earthquake type effects.
Stuffy Doll + Furnace of Rath - This becomes extremely painful since any damage Stuffy receives is quadrupled before it hits the chosen player.
I'll check on the price of Goblin Welder. Trash for Treasure should be cheap and Spellshock is amazing so that will definitely get added. Most of the other ones just hurt me too much I think.
I've heard a lot of good things about War's Toll I've just been reluctant to try it myself but it seems this would be the perfect deck for me to give it a test run so it's in. Kiki-Jiki seems to really only interact well with a handful of my creatures (Imperial Recruiter, Duplicant, Sad Robot) and my tutoring ability is absolutely abysmal so I'll skip him. My creature count is very low because of Repercussion.
If you're going to run Mana Geyser, you should almost definitely run Reiterate. If your opponents have 7 or more tapped lands, you can use it to gain infinite mana, then cast any spell and Reiterate is a bunch of times.

I can second Reiterate even though doing infinite mana combo's on MTGO is such a pain in the ass.
Also Mana Geyserr is soooooo good in 4 player games. I love that damn card.
I could definitely swap out Fork for Reiterate pretty painlessly and both the pieces are good so I'm fine running the combo. As Partisan stated though going infinite on MTGO is just excrutiating and I don't have a whole lot to do with 12 billion mana. Psychogenic Probe was something I tried out but it just didn't seem to deal enough damage to be worth a slot. I tend to run out of gas pretty quickly so I like a lot of bang for my buck.
I think you can either 1) push the land destruction theme a little more, or 2) hide behind a few defensive artifacts until you get your bombier spells out there.
Personally, I like Ashling the Pilgrim in mono-Red, because she can get bigger over time, and wipe the board if necessary. There are also a ton of dragons out ther that you can use as beaters that scare people and are really cheap online. Steel Hellkite is just good utility.
I made an Adamaro deck recently, you can check out the list in my sig for some ideas. It's not quite the same theme, and not budget, but it might help.

Need to get
Maybe
Tarsh for Tresure and Goblin Welder could help you recycle some artifacts.
Another interesting cards:

I might also suggest you include some combination of Reverberate, Wild Ricochet, and Shunt, as these are red's best defense against the nasty things blue can do, like Take a bunch of turns in a row.

Skullcage and Psychogenic Probe are preatty good on large multiplayer games too.
Ughh...Nevermind, I dont even know why I'm helping this deck to get meaner.

Like smashing face? Like not worrying about pitiful tokens or life gain? Check out Stonebrow, Krosan Hero for all your face smashing needs
I think you can either 1) push the land destruction theme a little more, or 2) hide behind a few defensive artifacts until you get your bombier spells out there.
If you go with 1), you can add Keldon Firebombers, Invader Parasite, Magus of the Moon (not sure of the price on that guy), possibly Psychosis Crawler. This will bring more hate your way though.
For 2), you can pick up Forcefield, Platinum Angel, Crawl Space, and Silent Arbiter.
