I have had a Dromar deck for awhile that was just a mish-mash of cards that I would play with. Never really did anything. Here I have tried tearing it apart and trying to rebuild the deck. Mostly it's a mix of cards that I have now.
What I was thinking is with Dromar's ability to bounce colored creatures, colorless creatures are the direction to go. I need to rework the mana base still and I have thoughts of other cards I might work in such as Mind's Eye or Demonic Tutor. I am open for suggestions and ideas.
Also, the Lotus Bloom was suppose to be Lotus Blossom but I am thinking about replacing that as well as it was just a card that I had in my card pool collecting dust.
You definitely don't need to play colorless creatures to get Dromar going. It significantly weakens your deck to limit yourself in that regard. Don't be afraid to play Akroma because another white player is at the table.
I like the idea of raising the cost of spells from the poster above. Grand Arbiter and several artifacts are very helpful for you since you'll be doing all that bouncing.
Definitely replace the mana myr with signets.
Even in multiplayer, Blood Tithe is pretty weak. Exsanguinate is in a league all its own, however. I do like that card.
I don't know what kind of cute interaction you're going for with Liquimental Coating, but you're in the wrong colors for it. Your colors deal perfectly well with opposing non-artifacts. If your deck was :symr::symg: it would be a different story.
If you do want to kill more artifacts (I see the stellar Austere Command but nothing else), Return to Dust and Ray of Distortion are great, flexible cards for killing artifacts.
Mystic Remora over Brainstorm every time. You'll be a believer too.
There are better counterspells than Absorb. Play Dissipate. You do have Hinder already, which is fantastic.
Planeswalkers are pretty fragile without blockers in a multiplayer format. I'd keep Tezzeret cause he's dirty, but replace Jace with Rhystic Study. And Elspeth I guess is your call. You can't argue with that emblem.
If your manabase is skewed toward blue (which most decks with blue are), definitely play Future Sight. Holy crap that card is broken. If you don't believe me, just try it out. You don't know how good it is until you play it. Oh, and it combos with top for ":1mana:: Draw a card". Which brings me to the next item...
Trinket Mage is fantastic, even if he's only searching for Sol Ring and the Top. I'd consider making a spot for him.
I feel like Karn and Scarecrone are limited here. If you could reanimate Darksteel Colossus with the scarecrone I guess it would be different but he just disappears into your library when he dies (if ever). I'd run some more card draw like the cards I've mentioned already. Or if you want more beaters, Akroma certainly fits the bill.
I'm sure there's plenty of good black stuff out there for you too but I have to admit, that color is not my forte. I know at least there is one spell that makes each player sac two creatures- I feel like that would be a house for you in addition to the one you've already got.
Good luck with this. If I had to build a deck with any of the 10 tri-color dragons, Dromar would be right on top of the list.

I have to find my Grand Arbiter but I had him in before but was looking to have as few colored creatures, but I'll have to rethink that approach. And I have updated the list to remove the Myr for the Signets.
As for the Liquidmetal Coating, I was using it in combination with Karn,Silver Golem to blow up lands. Turn the land into an artifact then animate it making it a 0/0 and it dieing. Also, I was using it with Steel Overseer to make my non artifact creature artifacts and then give them +1/+1 counters.
All good ideas so far though, I really appreciate the input and like I said this is as like most all EDH decks IMO, a continuous work of art.

I'd play Tidespout Tryant and Evacuation as well. Both are on theme and fantastic cards.
