Rakka Mar is a fun General. She has haste, so she'll spring right into action. Whip up an army of Elementals, keep them under control with some fellow Shamans and conquer the world!
I don't play as much EDH as you do but I'm still an expert at it.
Most of the cards seem like a good idea, either generic good cards or fit the theme. I don't like inferno or coat of arms though. Coat of arms will essentially be an overrun. I think eladrazi monument is waaay better.

Oh, the Eldrazi Monument is waay cooler! Thanks I like Inferno. It just so much damage out of nowhere
Electropotence could be nifty too depending on how well you're ramping up.
and more importantly...Pandemonium absolutely needs to find a home here....get a hastey elemental, then get 3 damage to something/someone and then still be able to swing? Seems really great with your theme...
The Mana Echoes could be fun too, but it might be very win more...along with Predator Dragon could be a fun finisher.

Thanks a lot Mana Echoes is a good idea, but I added as the 100th card a Dragonmaster Outcast. I think it depends on how the deck plays that you really need that extra mana. And I know you can never have too many 5/5 Dragons
Unfortunately, Staff of Domination is banned in EDH/Commander, so you may want to take it out Also, you may want to consider Darksteel Plate in place of Shield of Kaldra. It costs 1 generic less to cast and 2 generic less to equip, and still makes the creature indestructible while being indestructible itself. Really like your list and may just have use a few of your ideas when putting my own together!
