I know, Haakon is by far the worst General in existance (well, maybe except for illegal Generals...) because you simply can't cast him. Even Phage can be cast (not with great succes, but still...:p).
But Haakon is just soooo cool! So you could ask the group you play with if Haakon can start in your graveyard, or gains the ability to be cast from the Command Zone. If not, you don't REALLY need him, but the deck becomes a much bigger threat if you do.
There's also the opportunity to swap Haakon for Ihsan's Shade, but Ishan, although very flavorful, is just a dumb basher. Haakon is the rotting brain of the deck!
I guess what I would do, in case you have to use Ihsan's Shade as your general, is add Entomb and Buried Alive to get Haakon into your graveyard, and Mask of Memory for just in case you draw him. I would add Filth as an additional target for Buried Alive, and maybe something like Carrionette or Krovikan Horror or something.
And don't knock Ihsan's Shade! I loved that guy when Homelands came out. One of the few dudes who could dodge a Swords to Plowshares.
