Well the point of the deck is to be able to bounce stuff obviously, Most of the creatures in the deck work very well with getting bounced, and over all it's pretty fun, but I would like to reduce the plain counter spells that do nothing but counter(like counterspell) as well as probably the draw spells, any help is appreciated!
I see you have a slightly different approach to Heidar than I do (yeah I'm building Heidar as my second real-life EDH deck since he also doubles as being quite cheap to build) as I try to abuse him further with his bouncing element.
Gilded Drake is grossly powerful with Heidar. I would take out Persuasion for him.
Sakashima the Impostor is a cool copy creature. While he won't take out legendary creatures, this can be played to your advantage by copying Heidar. Now you have two Heidars in play for double the bouncing fun.
I prefer Capsize over Temporal Adept. Adept is very fragile and requires a turn before he can be used.
I like to run a light equipment suite of both Swords and Warhammer to give my guys some extra punch. A lot of the bodies in the deck are pretty wimpy given that they're utility creatures. Equipment can help add to the threat density of the deck and give you extra muscle in combat. It's also good synergy with Heidar to clear out blockers to activate the Swords.
Fathom Trawl seems pretty icky. You can do better with other card drawers out there. I'm just not a fan of getting only 3 cards for 5 mana, especially when you reveal them and a portion of your deck.

Theft(at least in my playgroup) is widely more accepted then counter magic thats why I have a ton of theft cards. I will take all of these suggestion seriously. At least Gilded drake, the equipment and capsize. Fathom trawl is just one of those cards I toss in because it's there, and just needs to go haha.

I'm reworking the entire decklist, as I decided to go with Sakashima the Impostor instead of Heidar as my general with more of a focus on copying while still having the bounce theme intact.
One of the things I didn't like about my Heidar deck was that it didn't pack enough punch despite all the tricks it had. I'm hoping to fix that by having a general that can simultaneously copy fat (including legends without dying) as well as utility creatures all while being able to bounce himself to reuse it. The rest of the shell would be a smorgasboard of blue elements in it. I'm still able to integrate what Heidar gives me in cards such as Riptide Laboratory, Capsize, and Waterfront Bouncer. Having constant access to a reusuable copy effect is something I would desire more, especially when copying is a lot better in multiplayer.

Lots of good suggestions already. The only one I can add is Puppet Strings. It works as a slightly more expensive Thousand Year Elixer, and would well in conjunction with that artifact.

Vedalken Shackles fits nicely with your theft theme. Just watch out for Brand and Brooding Saurian :cool:.
