Another General without a deck! Oyobi, Who Split the Heavens is expensive, but has a really cool ability! So I stocked a deck full of Arcane and Spirit spells, some mass removal and some acceleration. Hope you like it as a good start to build your own Oyobi-deck
I'd suggest running Temple of the False God/Ancient Tomb/[Legendary land that produces 2 for Legends], and Sol Ring/Thran Dynamo/Accelerants-of-choice. Every Spirit/Arcane spell you cast without Oyobi out is a "virtual" loss in Card-Advantage, since you *know* you can access Oyobi, getting to him before you start splurging out mass spirits and arcane spells is rather important
I really like the instant Arcane Spells in here, as random 3/3 (Or larger) Flyers out of nowhere are quite nice.
The soulshift 5+ Kami have fun interactions with Karmic Guides
Would probably be good to have some more card draw/search options available. Maybe Slate of Ancestry since every creature you drop is actually 2 creatures? Either that, or the standard Folios/Diviner's Wands.
The slumbering Tora has been a bit underwhelming when I've tried it in Spirit decks in the past. A lot of the time it just seemed more efficient to put the actual spirit card into play. Of course, you can be a sneaky ninja with the overcosted 7drop spirits and dome someone for a bunch, but that seems more like a 1in100 Duel-Oriented card interaction.
I don't know about the coat of arms. While this deck is a token/tribal deck, its bodies are a bit expensive and the tokens aren't anywhere near as numorous as the more traditional token decks. If your local meta doesn't involve much tribal or token, then it should work, but I'd hate to drop it and then watch the Ant Queen or Nemata hit the table.
But as long as you are playing cards to capitalize on having lots of spirits, maybe Field of Souls would fit? It makes sure you maintain board presence after an enemy sweeper, and if you have a Charged Door of Destinies or a Coat of Arms out, your replacement army can still be lethal as all-get-out.

Very true. Oyobi must be on the battlefield. I'll add the Temple, Tomb and Undaitake. Also will add some artifact acceleration.

Yeah, most of them aren't the most powerfull spells, but with some splicing it's doable, plus instant free 3/3 flyers are really nice
