[Budget meaning whatever's not already in here, if I'm recommended anything, should be relatively cheap.]
For starters, I'm well aware of the combos Grimgrin is capable of. I think I have most of the combo pieces in here for that occasion, but without some other key cards to make it roll easier, I decided to make it tribal to compensate. Do everything in my power to flood the field with 2/2 black Zombie tokens, which either get a variety of boosts from the couple of lords I run, or do detrimental things when they die.
Also, and one of the primary reasons I threw this together, Tombstone Stairwell is one of my favorite cards. It + Eldrazi Monument is sadistically amusing if they don't get destroyed. (Which they probably will, sadly. But it's the thought that counts, right?) Even outside of the Monument, there are still plenty of cards that cause havoc with tons of Zombie tokens ETBing simultaneously.
The high creature count accommodates Stairwell, and offers plenty of things for Living Death or Apocalypse to resurrect. Lich Lord of Unx is just silly in unison with Undead Alchemist or Withered Wretch.
A simple suite of artifacts that combo into things or set things up. And Eldrazi Monument.
A lot of enchantments in here, but I like pretty much all of them. Exquisite Blood gives life-gain to a lot of the effects present, like repeatedly cycling Gempalm Polluter. Stairwell and Endless Ranks of the Dead fuel the army, while Call to the Grave and Grave Pact stifle the competition. Oversold Cemetery activates easily enough, but depending on how well my life total manages out, I might use Phyrexian Reclamation instead. Grave Betrayal is a useful high-end card, I guess, and Rooftop Storm should be fairly obvious.
For the instants, I grabbed Dissipate/Hinder/Crumple for countermagic, Capsize for being an all-around useful card, Cyclonic Rift because why not, and Entomb/Alchemy/FoF to dump things. Corpse Dance is a pretty good card with sac outlets.
Sorceries should be relatively self-explanatory. Army of the Damned is a bomb, Beacon/Living Death/Reanimate/Victimize/Apocalypse for recursion, Ordeal as a win con, and Buried Alive for more dump.
And the lands pretty much explain themselves. Cephalid Coliseum's threshold ability is pretty useful.

I guess that about covers it. Overall, I'm pretty content with it for how comparatively little cash I had to put into it.
