I'm not sure that this deck is really competitive... With enough counterspells it might get there though.
It looks like the play strategy with Talrand should be to sit back and counter anything your opponent drops, or play draw spells when they're not playing anything. As such we should focus mostly on instants and shy away from sorceries and creatures in order to ensure counterspell mana will be kept open.

Gitaxian Probe - Gets you some information, cantrips, no casting cost!
Force of Will, Daze, Disrupting Shoal - Free counterspells.
Murmurs from Beyond, Opportunity, Jace's Ingenuity, Inspiration, Stroke of Genius, Think Twice, Thirst for Knowledge, Gush - Instant speed card advantage.
Ancestral Vision - Nice long-term card advantage for a cheap cost.
Dismiss, Disrupt, Cryptic Command, Remand, Complicate, Force Void, Overwhelming Intellect, Runeboggle, Sage's Dousing, Spell Contortion - Cantrip counterspells.
Erayo, Soratami Ascendant - With all the spells you'll be casting, this guy should be an auto-include.
