A new favorite of mine for 1v1 Commander is my Kaho, Minamo Historian deck. The deck is all about card advantage, and I rarely ever cast spells during my own turn. Pretty much you counter everything that's threatening, draw a bunch of cards, and counter some more. Most of the cards replace themselves too. Once you have enough mana to play Kaho AND protect her, do so. Search up Long Term Plans, to find Guile, Familiar's Ruse (as it bounces Kaho to give you three more instants), and one other card. Once you have Guile, you can take every spell and winning is very easy.
I know you're trying to max out on the instant goodness, but how about some haste/protection like lightning greaves? lets you use those new found instants.

This seems like a very fun deck and I am tempted to make Kaho my next Commander.
How is that? Isn't Time Stop goes to graveyard after the casting by Kaho?
