So whats everyone's opinion on this deck? Warren Instigator is sick and goblin Chieftain is a great lord, but i feel like they are missing the dudes to be competitive, anyone else think this way or differently?
There are no decent dudes with which you can lackey out with instigator. Besides Chieftain and SGC of course. Maybe if there are better goblins in Worldwake...
ya i feel the same way. same thing with elves. Tribal support is just going down right now, but i think that may be a good thing for a while. Other than vampires.

Edit: But in response to your opinion, consider the Instigator compared to Preeminent Captain. He had two significant targets in Captain of the Watch and Ranger of Eos. Even without those cards in hand, he is able to play other soldiers for free. Free cards, of extreme significance or not, benefit tempo.
Soldiers is powerful with or without Preeminent Captain, though I think his presence is excellent due to the chance of a significant drop, and the near-guarantee of a free card.
Even without having one of the eight significant goblins in hand, Instigator is a double striker for RR with the chance of playing less-significant goblins for free. Without lackeying, he still attracts removal at only 2cmc. He also doubles the effectiveness of Colossal Might.
Really this is a pretty good deck. Turn 1 drop a Guide hit for 2 turn 2 hit with Warren bring out seige gang and some other thing. Then when you get to turn five bring out the dragon and poof there goes your opponents life total.
Let he who is without sin cast the first stone.

12 cards, a tribe does not make. But Goblin Guide and Goblin Ruinblaster help make it a third of the deck.
