I love the idea of utilizing Burning Earth right now and this is the best way. This deck is well within your budget and a little more space for sideboard. Before you ask, the reason why I have Wild Ricochet in the main deck because its so funny to use Rakdos's Return or, even better, Sphinx's Revelation against by our opponent by either getting rid of their life total or getting a ton of life and cards.
Short answer, no. Most control decks are three colour (already out of "budget" range) and the ones that aren't are UW control with Sphinx's Revelation. I tried going U/R control recently but in my experience you will get totally killed by other control decks and most midrange.
You could try running Counter/Burn with Young Pyromancer and Guttersnipe but other than that i think you are better off with mono or dual colour aggro if you want to keep the cost down.
That's just a quick list (I'm typing this on my phone atm). A typical RDW tries to win fast as it doesn't really have the right cards for mid-to-late game (that would be Big Red).
The Stromkirk Nobles, Pillars, and Hellriders are going to rotate but should be chesp enough atm that it shouldn't matter much. And RDW really needs Hellrider while it's available. It gives the deck tremendous reach and the damage from triggers alone will win you games.
Build a control deckon the cheap. Theres Angel Post which I play, Mbc, or even look up adam prosaks Fnm hero deck. 50 bucks wont get you a really ckmpetitive deck...
But...
Dont let people tell you cant play an archtype based on budget. The roots of control decks are at common and uncommon, and they are one of the few eck types that upgrade well one cardnat a time.

A Shadowborn Apostle deck should be cheap and efficient. It will be easy to update it as well since you would only have to replace your Big Demons as sets rotate out. It will definitely be a deck that can last you until Magic 2015 comes out.
The good thing about this deck is that you can easily adjust the deck according to your budget without losing the essence of the deck. If you find Xathrid Necromancer to expensive you can actually do away with it and still come up with a decent FNM deck.
If Shadowborn Demon is too expensive for you, you can just place Lord of the Void and Desecration Demon.

You can build good budget decks. But you need to make a deck out of good low value cards, not make a budget version of a deck using bad versions of other spells.
