The entire idea for this deck is based around the post-Gatecrash Dimir Archetype, which is control+mill. I use mill as a pump-up for my creatures, as they make a near impenetrable wall against aggro decks, such as Jace's Phantasm and Wight of precinct six.
I run alot of instant speed spells to keep my opponent in check, this is where the first and biggest problem in this deck comes in, by as early turn eight in a twenty round game, I'm top decking.
Many may see Codex Shredder as an oddball, but its in there for its final ability and it has gotten me more than a couple wins.

Extended: G Cheat-a-Colossus Elves,BRU Infinite Heartless,R Infect, R 'Helldrazi' (Hellions/Eldrazi Tokens)
Legacy: R Goblinstorm, UR Artifacts, R Artifacts, BURWG Land Deck, etc.
Commander: BRWUGSliver Overlord, BR Tsabo Tavoc
I'd honestly say Dream Twist over those, because you can get 2 casts off of one card. And you only get multiple casts off of the Madness if you get damage through.

That's why I was thinking pike, plus if he went with pike and twist, he could mill himself to pump the Phantasm, then if damage stalls out he could Psychic Spiral his cards he milled back to mill them more.

My plan A and B are largely based in control and mill, not by dealing damage.
That's Plan C, overload Cyclonic rift and swing for game when all else fails.

I was thinking along the same line, it seems to me that I have to convert my strategy from control/mill to aggro/mill to make it work.
anyway, the entire idea was to use whispering madness a few times, using codex shredder in tandem, I could grab whatever could lead to a win, say a psychic spiral if i don't already have it or something, play psychic spiral+ whatever card I picked and use the Ciphered Whispering Madness for maintaining card advantage.
or, use Whispering Madness only when its the last card in my hand for card advantage.
naturally there are flaws in this if I'm not running invisible stalker, but i think it could still work.
At least from the times this deck has beaten me vs. the times its been way too slow to have a chance the difference has been at least somewhat in Jace. Times the decks have played him they've lost. More aggressive versions without Jace have a better chance against my Delver deck (Not that fast its tempo). So maybe don't play him? Its tough because I love Jace (look at my name) but he finds his home more as a win con in a mega control deck

My counter and kill cards also complement the mill strategy, Psychic strike and Grisly Spectacle for example.
