While blinking splicers is not a new effect (Venser and Blade Splicer was fun to do in scars block), Avacyn Resored gave us a few tools to play with. Namely, Cloudshift and Restoration Angel. Both are really good blink effects. Momentary Blink may have been the king, but as far as what we have right now, they both stack up pretty well. Here's the strategy of the deck:
Blink creatures to make golems.
As long as we're doing that, we'll be fine. Here's a decklist:
Now to explain the cards: Blade Splicer: Self-explanatory.
Wing Splicer: Flying and a blink target. Pretty great.
Master Splicer: Turns the clock down a little, and allows your golems to survive a little easier.
Restoration Angel: Amazing. It basically reads: 3W: Untap target Splicer. You get a 3/3 golem and a 3/4 flying.
Precursor Golem: The finisher. While succeptible to removal, the only real threats are Tragic Slip with Morbid, spot burn, and Dismember. Also nuts with Mimic Vat and Cackling Counterpart.
Venser, the Sojouner: Repeatable blinks, -1 to finish an opponent, getting the ultimate off wins any game with any deck.
Ranger's Guile: Makes Precursor Golem less sketchy. Also prevents your opponent from 2-for-1ing you when you blink. Also allows Precursor Golem to survive a slagstorm.
Cloudshift: 1 mana, instant speed, get a 3/3 golem? Yes, please.
Cackling Counterpart: At worst, it's a better Cloudshift with flashback. At best, you play it on Precursor Golem to get 5 extra golems. Pretty awesome.
Tempered Steel: This guy puts our 3/3's out of Slagstorm range and helps when your opponent is stacking burn. Also, it really makes Precursor a clock (Three 5/5's for 5?)
Mimic Vat: Amazing. Wins games against Control. Hilarious with Precursor Golem imprinted on it. Even Blade Splicer turns this into a factory. Would have more copies if it wasn't so slow.
So the obvious weaknesses are obvious. Control has an easy time, and a single Incinerate can ruin the whole plan. However, with a decent hand at all, this deck wins a lot of matchups. Control can run out of steam before we can. Aggro usually has a hard time against a single Blade Splicer, much less four. There might be a few tweaks necessary, but I think this could be a tier 2, perhaps even tier 1 deck with a little work.
I like the idea, but i dont like precursor golem. Hes going to ruin your day for you if they get ahold of it. sheltering word could go with the guile to help protect it and gain an insane amount of life.

Tempered Steel is a nice addition since, as already said, will get you out of Slagstorm range...the MAIN issue with this deck.
