Just switched from yugioh to magic and this is my first deck that started on a low budget but is very good.
I went 2-2 at my first FNM losing to mono-b(infect) and RDW.
All constructive criticism is good.
I also do not have a budget so any card suggestions are fine.
Grand Abolisher and Mirran Crusader would definitely give this deck more protection and reach. Grand Abolisher gets a lot of crap for being overhyped and never used, but when he's played against me it's annoying. I always deal with him, but that's simply because I have to. He takes removal out of people's hands so your Sun Titans and Crusaders will live. If I were you, I'd take out the Phyrexian Metamorph for Swords, or at the very least some sort of equipment. This way Sun Titan brings back every permanent in your deck; he's my favorite titan. Maybe also take an Oblivion Ring out for a Day of Judgment. I hope I didn't sound too critical cause I played a deck similar to this and it just won all the time. Moorland Haunt could also help the late game if theres a sword or two and your draws fizzle...

Welcome to the superior game! You have a pretty nice list going here but there is room for improvement.
If you are going for a "control" deck, you generally want to focus on cards that lock down opposing threats or generate advantage for you. This means you definitely don't want to play a card like Spectral Rider (which has its home in more aggressive decks). The rider offers no way to handle enemy threats, and the rest of the deck does not support it in killing your opponent quickly. Similarly, the Voiceless Spirit is not particularly useful, at least this one can block things well though. Mirran Crusader would be a MASSIVE upgrade (almost strictly better than spirit).
You don't play enough small creatures to support Mentor of the Meek, so it probably doesn't belong here.
Fiend Hunter is a weak card because it is so easy to destroy, nullifying its removal effect. Oblivion Ring is far and away superior because enchantments are more resilient, and it can deal with almost any threat there is. Also, horrible synergy with Day of Judgement.
I understand you like the cloning, but 8x clone effect might be a little overkill, since they are worthless if your opponent isn't playing creatures and you drew too many clones without real creatures to copy (I can see this happening against u/b control decks a lot). Cutting 2 metamorphs would help.
Day of Judgement is a fantastic card, although it doesn't work quite as well with your cloning plan. Probably want to play more of these, at least in the board (2 main 2 board is pretty good).
Playing so many maindeck dismembers I would advise against, since they are always gonna cost you 4 life. This kind of life tax is brutal against a deck like RDW (which you said you lost to). You should move them to the sideboard.
For lands you are missing some important u/w lands, namely Seachrome Coast and Moorland Haunt. Adding these will be nice improvements to your list. Also you will want a few more lands if you are planning on playing Sun Titan consistently (24 would be a good number).
