This was a playmat for a GP last December that a lot of us here were hoping was art for Gatecrash last spoiler season. It hasn't shown up yet but the only other place it could (if i does at all) is in Dragons' Maze. I know GP playmat art is not typically card art but this has some points going for it:
1. This is a Raymond Swanland piece; Most GP playmat art is commissioned from artists that don't normally do Magic art.
2. Basically repeating the first point but the quality is much higher than that of typical GP playmat art.
3. Card art has been used in GP playmats before (Chandra Ablaze among others, though it has never been art from a set that wasn't out yet AFAIK)
4. It clearly ties into the Simic style guide
Very interesting. That'd be one heck of a mythic, at least art-wise. Do you have examples of playmats that weren't used for card art? And how often would these be done?
Historically it looks like it's actually a decent mix of custom-made art specifically for the playmats and art from cards. I see Skithiryx, Akroma and a few others in there.

This doesn't really look like a simic card beyond the fact it's blue and fish-like. It just doesn't fit in with the rest of the simic creatures (especially since it breathes lightning), and in general doesn't look like magic art.
EDIT: To be more specific, it looks a bit too edgy to be simic. Simic has a lot of curves to it, it's creatures are covered in smooth skin, shells, or scales. This creature is jagged with sharp scales, it doesn't really match the simic's style.
It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.

If this were a card, it would fit most at home with Simic. The only competitor is Izzet based on the lightning, and the multi-creature splice is more compelling imo.
That said, I do not think this is card art at all. It would look a bit awkward cropped to a magic sized art frames well as not really meshing all that well with the style we've had through Ravnica already
I wouldn't use the aesthetics as much of a guide, this mat came in 3 colours.
1) The aqua version you have for everyone who participated.
2) The green one I've attached if you judged the event.
3) A red one was also given out to players who made Top 8.
I find it highly unlikely that this is anything but art for a playmat given the evidence of the 3 differently coloured versions of it that were given out.

I'd be very sad if that didn't come out as an actual card one day. Maybe it will be a sea monster in Theros.

This and the simic angels makes me wonder if there will be monocolored "Guild Pair-Up" Cards. I haven't seen enough yet, and as was said before, very much could end up not being a card, but a simic player can dream.
