So you're uncommon fetches are basically versions of Polluted Delta and it's ilk. With basics only clause but no life loss.
You're rare fetches basically replace all other fetches since for 1 more life you get any color. Or at least are run in addition to your own colored fetch.
Both of which are way too powerful.

There are three very important things about the Onslaught and Zendikar Fetchlands:
1. They can search for Duals.
2. They don't come into play tapped and the land they fetch comes into play untapped, so you lose no speed while colorfixing.
3. They can search for two basicland types so you have a lot of lands to choose from in a 3+ colored deck.
If you take any of those points away, nobody will play them competitively. The first two points are still the most important ones. I could imagine the following land:
Fetch-a-Forest
Land - Uncommon or Rare
tap, sacrifice: search your library for a forest and put it into play. Shuffle your library afterwards.
Maybe you could add "your opponents gain 1 life" or something like that for balancing reasons.
but this aint bout the onslaught or the zen fetches...yes i know how powerful those fetchlands are...but this is a cycle where the uncommon and common fetches get basic lands and the rare type will grab you any land

the common fetch is fine I guess.
the uncommon one......is very powerful to say the least, it's drawback of only basics probably isn't enough.
the rare needs to be mountain, forest,island,ect...only. Then it might be fair. but any land for 2 life is just too strong.
If we were to have a fetch that put any land into play, I would have the land searched for gain vanishing X (maybe 4, I don't know what would be fair).

Honestly, my major gripe with the fetches is that they can grab dual lands, that's really bogus.
I really don't think we need new fetches honestly. The Onslaught ones are dying to be reprinted already, so if Wizards wants to bring fetches back, they shoild just reprint those. I'm also not a huge fan of them because I feel it adds way to much extra time to games when each player searches their library every single time they make a land drop.

Mid-quality fetchlands at uncommon are a waste of Wizard's design space/money. You can do so much with the shuffle, a non-CIPT single land type fetchland would be a tournament staple for the duration of it's time in standard.
A land that searches only for basic islands breaks library manipulation cards like Ponder. Everything else breaks the graveyard.
I'd like to see a drawback-free fetchland that searches only for one land type...or basic land type at rare. Then, you'd have to choose between many colors or the awesome effects of fetching. That's a better solution for the game than reprinting fetchlands. Magic won't go out of business cuz you'd still need to buy a lot of packs.
I honestly think the fetch lands should be banned in Modern, they are just way too powerful. They trigger landfall twice, they allow you to grab duals or basics. They also thin out your deck which means they create insane card advantage. They also can be reused with stuff like Crucible of Worlds. They make it too way to play 3+ colors which should be risky. They are just too powerful.

...but the one you suggested, 'pay two search for any land' is super broken. Even the one Lbolt187 suggested is probably too good or just too ugly to print. Wizards doesn't like adding massive life-loss effects to balance overpowered mechanics.
What I was suggesting in my post was that the fetchlands themselves are intrinsically broken without the need for color fixing. Wizards jumped the gun with Onslaught fetchland power level in the same way that ABUR duals jumped the gun on dual lands, so now is the time to scale back. I expect new fetchland varieties every seven years or so, the concept is way too mechanically useful to the game of magic.
I just don't want any lame CIPT fetches, mono-colored fetches would actually see play as far back as Legacy and Vintage (High Tide, Burn, etc).

I'm in the other camp. I believe onslaught fetches are prime canidates for the m14 rare dual slot. It gives fetches to allied color pair decks in modern, and more importantly it makes fetches and shocks relatively easy to come by for people wanting to get into modern pretty much at (not so coincidentally) the same time as modern masters drops. Giving us a year to go wild with a fetch/shock manabase in standard is the only thing that might hold them back. The only thing we can be reasonably sure of though is that the m10 buddy lands are almost certainly out.
0% chance of that happening in m14. The shocklands are already in standard, there is no way that wotc will put the fetch/shock combo in standard. The block after Theros is the earliest it could happen.

At common slot should allow to fetch for any basic land.
- Evolving Wild, (*) Paroramas, ... .
At uncommon fetch to specific land type.
- Search for forest and put it on battlefield. Or 2 specific land types like Glassland, but enter tapped.
