At the PAX party on Saturday, I was talking to Kelly Digges (Who works at WotC if you didn't know), and he mentioned that there were some repeats that fit into this world well. They match the flavor and the function of what they were looking to accomplish on this plane.
The two that fit, so far, are Blazing Torch and Ghost Quarter. Since there's always one of these floating around around each set, I'd like to suggest sticking to horror/feeling right reprints here (Hopefully this will help the mods out a little bit too).
My guess: Skeletal Vampire. It's a rare, which might be harder to get away with, but it seems like it fits so perfectly into this world. Though I wouldn't rule out Headless Horseman as a vanilla card.

If I remember correctly, we had new art for Skeletal Vampire right?
I'm hoping for Jackal Pup myself. They just recently commissioned new art for this old Sligh favorite for the Premium Deck Series : Fire & Lightning boxed set, so it seems feasible that they'd want to make use of this new art in an expansion at some point. Also, the new art is downright scary and slightly demonic looking so I think it fits the theme of the set, and with Goblin Guide rotating out of standard at the same time that Innistrad comes out Red is left with a need for a good playable 2 power 1-drop creature.
A staple of the Gothic Horror genre is the Angry Mob, as seen in Frankenstein.
I'd say Frankenstein's Monster, but sadly it is both on the reserved list and using two types of counters that have fallen out of use (+2/+0 and +0/+2 counters specifically).

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).

I disagree, there are more complex cards in the core set than one that is a 2/2 on your opponents turns, but who gets a p/t boost until end of turn equal to the number of swamps your opponents control on yours.

I just feel they could do the trope far more justice then that card.

Agreed. I wouldn't be surprised to see a new version of the card, but I'd be quite surprised to see a direct re-print. The original is a rather clunky.
It's a shame that All Hallow's Eve and Frankenstein's Monster are on the reserved list, even if they are a bit clunky. Perhaps there'll be some allusion to them in Innistrad.
For proper reprints, there's a lot of stuff from The Dark that could come back, like Ghost Ship
It wouldn't, in this set, but it might get bumped to rare for being too much of one. I could be mistaken, though, but it'd be a huge silver bullet (rimshot) in Limited.
There's definitely a graveyard sub-theme going on, so maybe we'll see a reprint of Dread Return (it's also got a flashback cost!).
I would like to something like Grotesque Hybrid, or Frankenstein's Monster. There were a lot of "Horror" creatures in the set Torment, which while not being a very good set in terms of design, could be something to get clues from. While it's not going to happen, obviously, I'd love to see Laquatus's Champion reprinted.
I doubt we'll see Dread Return as it's banned from Modern and that might be kind of weird if a standard card is playable in Standard but not in Modern. However, they may have finished/printed this set before they figured out the Modern banned set.
Tarmogoyf - invokes horror in every Magic player once they realize he's Standard legal again.
Now THAT would be scary!
Though I do hope they put in some Lhurgoyfs. Not exactly classic horror, but everyone loves 'em! In a graveyard set too! (except sad Tarmo)

If I could "like" or "upvote" you right now, I would.

Into the Maw of Hell is a name so awesome, it deserves its own song.
It would be about a world of brown spikes and red fire, where men fight and scream and become blurry masses. Then it would change to somber, we learn that this glorious place exists only in Raymond Swanland's head. To visit it, you must enter the maw of Hell itself.
Not strictly "horror", but could fit, and would fit in the set mechanically, Ancient Grudge, which has the potential to be really good in a standard with Scars block.
I think Dread Return might make an appearance, even though it was banned in Modern. Like for real, its name really hits home with this set, it has the keyword, the flavor to the card blends with the idea of smaller zombies merging to spawn a much larger mass, it fills your graveyard, and it will give a second reanimation spell to standard.

Pride is a powerful tool; it makes us fight harder when we are weak as does it cut us down while we are at our prime.

Momentary Blink - Just a wishful thought, but it fits with flashback.
Vampire Nocturnus - Fits vampires tribal and vampires' power level on this set seems low atm so i could see him making an return since we no longer have strong utility vampires.
Ghastly Demise - Fits the theme very well and wouldn't be really good without fetches.
Undead Slayer - Fits the theme. Although they've made that protection from twilight rare guy.
Mental Note or an functional reprint of it - Fills your graveyard, which is something you might want to do.
I think grixis might have hit the nail on the head with Ghastly Demise.

Buried Alive would so totally fit in this set, with Innistrad being a graveyard set and all. I can see flashback decks being quite dominant however if they do include buried.
