I agree it is confusing and that it could even be read that way. It wouldn't be the most poetic English, but then, not all Magic wordings are.
However, in this situation, choosing an opponent uniquely determines a library, because a player never has more than one library.* Therefore, there is no need to let it target the 'opponent's library': target only the opponent and you'll know exactly what library you're going to search.
EDIT: And yes, Circu is the only card that targets a library.
* When I make claims like that, I always want to add 'until Shards of Alara's 'Doublethink' mechanic comes out, at least.' Ah I have such an imagination.
I'm not sure what merit this statement has, but he says it as if he knows it will exist in Shards. I have no idea what it would be or what it would do, but it seems to suggest it would give a player multiple libraries somehow. It may not actually be anything, but I've never known Gorgias to post something so seemingly menial if he didn't need to. Feel free to discuss.

I was going to suggest that he was just covering his bases--saying something that amounts to "This is true at present; at some point in the future a change in the rules could contradict this; here's one such hypothetical possibility, determined for maximum irony and self-defeating immediacy." Although if he does have privileged information, there's always the possibility that the mechanic itself has another name altogether.

Interesting concept all around, and double plus good marks for all the 1984 refferences! I certainily would like to see some kind of mechanic that targets libaries, but the design space is probably limited at best.

Maybe, Maybe not. I can see something like 'when you take damage, instead mill the top x cards of target libariy where x = the damage taken'

Multiple libraries would be a hoot! Being able to stack this one or another. Moving cards from one or both. Shuffling cards into one or the other. Milling one or both... it could get REALLY crazy ... Draw your entire library and not lose the game because you have another?
Alot of possibilities for fun trix with something like that.
I doubt they will do something that radical at this point. Planewalkers were a big deal to them. Insane library manipulation is even more radical if done correctly.
