We have a slot in the calendar in the spring of each year for an "alternate way to play" product—home previously to Commander, Archenemy, and Planechase—why not have Modern be the alternate way to play?

I don't think they come fast enough, i dont think a faster set cycle is the way to go, but adding new product like modern masters while not removing the multiplayer product are good ways to slowly creep the number of releases up.
I doubt there have been any massive bombs lately. so they should keep those presses running constantly, we are ready to hand them our money
"makes sense" according to what logic? WoTC has never specified exactly what they are willing to make as FNM promos and what they are not willing to make as FNM promos (let's be real here, though, Reserved List is a no-no, obviously, and so are rares & mythic rares).
If they are pushing Modern as a format, along with debuting Modern as a FNM format for the first time in January, it makes sense for Modern playable promos to be more common. Also, there is no precedent for FNM promos to have to be released within so many of the past few years, nor is there any precedent for FNM promos to be Standard playable-only. When Krosan Grip (3-4 years old at the time), Ghostly Prison (5-6 years old at the time), and Cloud Post (6-7 years old at the time) where made as FNM promos in 2010, they were pretty old. Serum Visions is about 8 years old, but has never been reprinted outside of the Arena product, which was 8 years ago. It shouldn't surprise anyone for it be reprinted as an FNM promo given they have only so many reprint slots for Duel Deck and Commander product lines (and the next duel deck is mono-red versus black/white; Serum Visions is underwhelming in Commander).
it still seems unlikely, but yeah, serum visions is possible
if they do what they did with the broodmate dragon then yes. they released it in grossly small quantities at first and the card was well over 100 dollars, then a year or so later they flodded the market and the value tanked hard.

That's not really that cool. The reason being that a deck that would want each player draws 3 cards isn't really that likely to want an overcosted Concentrate. They should just print that old 2U each player draws 3 card they cut from Dissension due to draw 3 at common being above the common cutoff they had at the time. (5 damage was too much for common, too) The same would go for each player discards 3 which would have its niche decks like hellbent, madness, etc. where you'd only use that mode. Overload is cool because you might actually use both modes in the same deck.
in draft i can see it going for both costs, in high tide legacy(provided it become more efficiently costed ) , in edh i can see it doing both, hell, even in a pinch in standard. Just because one mode is preferred(which is the case for most overload cards anyways...) doesnt mean it is a bad design.
there is definite design space left i really dont see how this can be denied
Vandalblast is in the set because they printed almost every possible Overload effect they could think of, since the mechanic's so very limited in terms of how many cards you can potentially print with the keyword.
totally untrue, the second time around if they allow it to be printed without the "creatures you control/dont control" restriction there is A LOT more cool design space left.
