I have $40 and want to make a deck of any format (probably extended) for generally multiplayer - what would be one I could make? Storm, Izzet infinite damage, etc?

Hey, new to legacy and I have an old Niv-Mizzet deck I want to use as a base. The deck is missing two cards and needs way less 1-ofs, but this was the gist of it.
1. Is there a good R/W/U deck in legacy?
2. What should I do to make this deck better? I have the Fire & Lightning deck, so I could use cards from that for it.
I saw Honor of the Pure on I think fourth pick...is it that bad? It seems as if there's a lot of enchantments in M12...so the Enchantress could be good right? And yes I know Kite Shield isn't amazing but I'm wondering how it compares to Greatsword (which is slower). Brindle Boar seems ok since it can block and sac...though I wouldn't main deck it unless I had to for some reason
I've done quite well in NBS with a W/R deck with two Sunspear Shikari, and I go almost always go 2-2 with other decks I've played, but I want to increase my wins to 3-1 or 4-0, or beat some guys at my LGS I have trouble with.
These two other players be it M10, Alara, or NBS, are almost always Red. One recently was Mono Red with Shrine of Burning Rage, and the other was Black/Red with two Slash Panther which killed me fast.
1. Is Red is better than other colors in draft in general? Or just in NBS?
I've got a M11 Primeval Titan, and it's just sitting around. Would it be a good idea to sell or trade it for staple card(s)? I figure cards like Wrath of God will always keep their value, while Primeval may not be worth much soon...but it did get reprinted so it's value may maintain?
Fairly recently (I think... M10? Someone feel free to correct me) Wizards started doing a better job of randomizing their pack distribution to stop the box mapping, but before that you could much more easily map the packs in opened boxes. This is one of the major reasons why most will suggest packs from sealed boxes only. It's no fun to buy twenty packs and get no good cards whatsoever, because some jerk has already pulled the money cards out of the box and resold the rest.

So should one bother buying loose packs from the newer sets? Even with Wizards randomizing more?

Hey all, I'm new to Legacy. It'd really help if you could skim over my collection of notable cards and see where I should go with this to make my first deck. Thanks in advance! It's in alphabetical and color order.
Some pseudo-casual decks I've had (so I have commons/uncommons from these): Izzet draw / counter, Affinity Artifacts, Celestial Ancient Enchantments, Dredge, Jund Ramp, Pump Infect
I also have: Everything in Garruk vs Leliana Deck, Fire & Lightning Deck.
The film is see through on the top of the pack, you can slide one card up and see what it is, and continue for every card in a pack. You NEVER take a pack of cards from the earlier sets unless you know for 100% sure it is from a sealed box.
Pretty much any booster from the sets below can be searched without opening them:
Core sets: Alpha, Beta, Unlimited, Revised
Expansion sets: Arabian Nights, Antiquities, Legends, The Dark, Fallen Empires
You're pretty much safe with boosters that have the metallic lining on both ends of the booster:
Core sets: 4th Edition and up
Expansion sets: Homelands and up

Edit: How about tournament packs? Are those safe to buy from old map-able/scan-able sets?
