Basilisk Collar is interesting against other aggro and midrange for sure. These decks give me problems. What pingers do you run?
Rakka Mar is cool. Do you consider it a 5 drop? I like the idea and will think about it.
Spikeshot Elder, SGC, Arc Slogger and Inferno Titan come to mind. Also, we have first striking dudes that would definitely want to carry the collar. Yes, Mar is considered a 5 drop. worst case scenario, she's 4dmg with Purphoros out. 3/1's every turn aren't that bad at all.
Also, I see your point with Goblin Bombardment. I'd have to test it out more too. Goblin Assault is something I'd definitely recommend though. We don't have to worry about attacking every turn with creatures too as we run fewer goblins.
I see myself keeping REBs and the like for Blue decks that are friggin rampant. Price of Glory and Defense Grid are a few cards I'm even considering to protect us from counters.
I've been following this thread and am building a similar build for The God of the Forge. I have little experience in 1v1 (though I aim to indulge myself once I get my deck 'optimized'), and my comments are based on theories but I feel that your build is definitely the way to go. It curves out really well, it feels like 60 card RDW. A few things I'd like to discuss:
-Why the fetchlands? Grim Lavamancer didnt make your cut, and you dont have the need to shuffle your deck a lot.
-UW is dominant, how do you address these archetypes?
-There are a few cards that I play which I believe work well: Basilisk Collar equipped on pingers and first strikers to kill off fatties like Iona should opponents cheat 'em into play. Also kinda helps race against aggro, with Jitte. Rakka Mar I took out hero for her.
-Goblin Bombardment and Goblin Assault. GA is our red bitterblossom IMO and GB adds value to our creatures that die over boardwipes and even spot removal.
Honestly, the biggest issue I have is finding a spot in my 99. Really driving me nuts, man. LOL.
Just went through an exhausting FNM and here is my observation of the deck:
Artful Dodge and Cyclops are really bonkers. Managed to win 3 games with these cards. However, my low creature count(4 delvers, 4 cyclops, 3 snaps) means I often have dead cards (i.e. Artful Dodge and Spell Rupture). I'd rather have Artful Dodge in the graveyard, and sometimes had to cast snap before my opponent passes the third turn to me just so I can counter stuff with Spell Rupture.
Mizzium Skin is boss. Often felt safe when I had this on hand. Saved my creatures once from a miracled Bonfire, and blue laughs at Abrupt Decay with this card. I currently have two in my 75. Wouldnt want 4 ofs, we already have a lot of creature dependent cards as it is.
Has anyone here tried Catch from the SB? It pumps the cyclops and makes you go alpha strike sometimes with an opponents beast.
Fleeting Distraction was underwhelming, even against creature decks. Think Twice or Desperate Ravings will be tested in their place.
Just to test other colors, I see myself going RUG with this build instead of URW. I mean, if I go URW, might as well play URW Midrange. That's just me.
We can increase the creature count with a few more green creatures. Mayor of Avebruck comes to mind as it pumps delver too.
However, I feel that for us to mitigate the dead cards that rely on creatures, we'd have to ditch delver to really increase our creature count. Probably Nivmagus Elemental and/or Quirion Dryad.
I went 2-2. Lost to Wolf Run Bant and Jund mainly because I suck at sideboarding and I had a lot of misplays. But the dead cards are glaring in most of my match ups. I folded to Angel of Serenity in most games, amidst Turn//Burn.
I agree that Melek is not that good and should be replaced. He hasn't held up that well and comes out pretty late. When DGM releases, I will be looking for Turn//Burns. As I posted above, is Searing Spear or Unsummon that much better that Blustersquall? To me, it seems like Blustersquall is more versatile than either.
I have a set of 4 Izzet Staticaster that I can sideboard. I will try to update my deck tonight with the changes I made.

They'd halve to tap mana to cast the creatures again. I dunno, probably tweak around with the numbers. blustersquall seems great with Nivix Cyclops, but I wouldnt put 4 of 'em in the deck.
Another card you'd want to look into is Fleeting Distraction. It's a combat trick, pisses the hell out of Stromkirk Nobles, and replaces itself.
I am trying to make this deck as competitive as possible for FNM. I lucked out at the DGM prerelease and got Ral Zarek, so I started to trade and build an Izzet deck. I need help evaluating what is in the deck currently and what I should put in the sideboard. Also, would it be worth it to splash white for Boros Charm? Thanks.
Best suggestion I can give is to fix your mana base first. Get Sulfur Falls and three more Steam Vents. Same cards can be used in the Modern format too. Trade cards you dont need away for the shock lands. Getting the right mana is key, but the guildgates can work for the mean time.
Next, I'd probably remove Melek, you'd rather have our Guildmaster than the fragile champion. If you can get Snapcaster Mage in the future, that would be great. One of my RTR favorites might be worth considering in your 75: Izzet Staticaster.

-Reckoner is harder to cast, true. I'm toying around with keeping this and adding Blasphemous Act somewhere in the 60 or 75, or putting Nivix Cyclops and Spell Rupture instead.
-Delver is pretty meh, but it's what the deck needs right now albeit the inconsistent transformation rate. I miss Ponder. Rant, rant.
-SB includes Skull Crack, Pithing Needle, Clone, and gets tweaked every now and then.
I'm following a bant fog shell, with the Chromatic Lantern to fix mana.
The new fog spell Riot Control nets you life too.
EOT via Alchemist Refuge Curse with JMA on the board, then play our beloved Possibility Storm.
