Enchantments, instants and sorceries can't have creature subtypes. Supertypes also do not grant any subtypes. Therefore a new type, Tribal, had to be created to grant enchantments instants and sorceries creature subtypes. Tribal as a rule cannot be on a card by itself though. It just wouldn't make sense otherwise.
To all those expecting some weird ass stuff, they're probably just enchantment creatures.

Has anyone had any experience with playgroups creating their own generals for CMDR games? I've been thinking about starting it in my area and was curious if others had positive experiences.

Tariel all the way. She's a goofy combo general with Wayne Reynolds art. Thornbite staff plus a sac outlet goes infinite, plus your in red and white so you have Kiki-jiki+ Village Bellringer/Zealous conscript.
Hellkite tyrant has actually been amazing in all of the testing I've done with it so far. I don't think I've lost a game yet where he has connected with someone. Granted this has been with Maelstorm wanderer but it feels like he would be dropping faster out of Kalia which benifits him greatly.
I've only every player Rafiq as semi-tribal Knights with the only non-knights being I believe a Stoneforge Mystic and a Stonehewer Giant... admittedly that deck lost most games that Stonehewer didnt voltron to infinity. Back to point, tribal knights is the way to go.
As for the bans... I don't really like any of them. If people are playing purely tribal, as in every creature has to share a type with the commander then things like kiki-jiki and splinter twin are pointless to ban since only tribal humans, human shamans,goblin warrior and Gwendlyn Di Corci can go infinite like that (if I'm not mistaken). To be honest the only card I could agree on would be mana reflections and possibly mind over matter. I wouldn't play in that league under that list.
