Maybe the untap is: Counter target spell unless it's controller pays and an additional for each *** counter on CARDNAME. Put a *** counter on cardname.

Interesting. I think it's just about printable as is, but for three things. First, assuming you want it to recur from your graveyard, it should say "return Desertification from your graveyard to your hand." Second, may be a little bit low for the recursion cost. Third, it should probably only be able to target an opponent's land so you can't use it on yours first and then recur the spell ad infinitum.
I don't think the last part is necessary. If you use it on your own land, you A lose a land, B lose a turn mana, C lose the card the could be used on an opponent's land and gives them tempo they otherwise wouldnt have for next turn.
Also, it gives the card functionality with the card Desertt. But I will change the to
