There are a lot of cards that do nothing T2 that see play. . . .
The decision tree in Burn is a little more complex than that.
You ignore the fact that there are 4 or more 'IF's attached to the Firedancer before he can even deal 1 damage. That makes him unplayable to a red player Burn or RDW.
I don't think this creature is a bomb, but his back end is going to seriously impact standard and the 1 life gain is not to be ignored.
Think about scrylands with him.
I play the scryland from my hand to put the land on top of my deck on the bottom, or play the scryland on top of my deck to scry away the next land if there happens to be one. Awkward, but good.
T2, Costs 2 mana, does nothing.
T3, IF you have a decent burn spell, IF that burn spell does damage to your opponent, and IF your opponent has only one creature and IF that creature can be impacted by that damage, this guy then can attack for 1 damage.

Red's game is about dealing damage to my opponent, not doing cute things to his or her creatures.
Tribute 1 would be underwhelming and 2/1 too easy to get rid of. i coulf see tribute 2 1/2 giving them the choice of a 3/4 that doesn't die to bolt or a 1/2 that blow a land.
I think realistically he'd be 1/2 with tribute being 1 and costing 2R. For control players thinking about this little Minotaur, he'd force them to take 2 damage from a shockland, or prevent from making a play if they're playing scrylands t1 and t2.
A 1/2 body with haste that destroys a land for 2R is good, and a 2/3 with haste for 2R is decent. This dude would be epic.
I'm still hoping, crossing my fingers, that Wizards breaks with tradition on the red one and removes indestructibility. It would be perfect, and with the new -3/-3 and -2/2 black sweepers has an answer already as well. . .
It'll be an over-costed loses indestructibility Archetype.

This would do it and would be fun to play.
I remember pulling a foil Needlebite Trap during Zendikar and NOT playing it because it was painful to look at.

I love red. I basically play only red. So I easily recognize bad unplayable cards.
