uhh, first of all, Mangara is MONO WHITE. second, his activation costs a tap instead of 3 mana, which means 3 more mana to use on turn 4. third, mangara moves a perm to RFG instead of destroy, which rids regenerators and indestructibles. lastly, you can reuse mangara with some untap tricks. don't get me wrong, the sliver is good. but it's power is below that of the timeshifted muscle sliver.

The 2 slivers look alright. They shaved 1 point off of goblin legionnaire to make it a fair 2/2 for 2 (would've been better than acidic sliver otherwise). Though really, I don't see the damage prevention ability being used a lot, plus it doesn't play nice with crystalline sliver.

You are trying to do way to much on one card. It is a very swingy card, and swingy cards are the worst to balance.
With the combination all of those abilities and dual lands, it is possible to play a flying poison spewing rootwalla on turn three that will end the game in only three swings.
That hinges on the power of dual lands, but when there are lands like that in the environment, you need to keep them in mind with abilities like domain.
Without the kicker abilities and with a few adjustments, it would be a very nice card.
And yet it was judged to be severely overcosted and easily stopped by, and here's the example that was given, Wall of Air. And let's just say ideally you got those lands and laid this down turn 3. It starts swinging turn 4. At best you win turn 6. Most aggro decks in this environment can win around then anyway.

Balance: 6/10. I don’t think the "affinity for basic land types" is necessary. Also, the black kicker cost is a bit much. I think it should give just one poison counter to a player, instead of (potentially) four.
FCQ: 7/10 Some flavour text would have been nice. I just don’t see the blue and black aspect of this creature. Other than that, it’s okay
I felt 6 mana would be a bit too much for this thing, and with time spiral just released, that the 'domain' mechanic would be a nice revisit to old times (as are kicker, poison, rootwallas).
Flavor text would not have fit with all that rules text.

no, it's not immortal. you must choose the target when you play the ability, so saffi is not in the 'yard when this happens. it works with 2 saffis, 1 in 'yard and 1 in play

Juzam Sliver is weaker than Juzam Djinn because the ability stacks, and it's generally weak in sliver decks. It's a very good sliver hoser though, and in a black deck, as long as you only have 1 in play at a time, it's just as good as the djinn.

Jaya is great. The people who are disappointed with her "size" need to take a look at the mana cost. 3 mana for a 2/2 with absolutely crazy amazing abilities? And when did size ever really matter for utility creatures? People play birds of paradise over utopia tree because it is SMALLER and costs less.
The angel is really great I think. Popping off a 4th turn 3/3 flying vigilance isn't bad to begin with. Now that costing only 2 mana lets you equip it with jitte, clamp, or whatever else. Nice. And yeah, aether vial gets it into play turn 3.
