wow im a blue lover myself but this dude asking for U - counter target spell with cost 3 or less is just ridiculous.
theres a big difference between discard and counters. 1 could say its why black has been a support color since FOREVER.... like oddysey block was the last time black was actually tier 1 by itself.

Oh, and it's also better then Inquisition, since it can stop their topdeck if you want. Alternatively, it doesn't let you look at their hand. But I think that would still be too good.

The thing I have a hard time understanding is that WotC isn't printing good Counters because it hurts people's feelings to get a card countered. How is getting a card countered any worse than having it ripped from your hand? Is it any worse?
I said "those wanting it to be an instant are all out of their minds". I didn't imply that it's wrong for blue to draw at instant speed, or that there are not other cards that allow you to draw at instand speed, I said it would be too strong in this card.
I don't think it would be too strong at instant with one condition: "tap 4 untapped BLUE creatures you control" should be the restriction. It would prevent everyone from splashing blue for the card and would maybe make merfolk playable in standard.
Because that would break the game to a point that it would never recover, obviously.

Also, I don't get how Inquisition of Kozilek is any less powerful than a card that cost U and had the text "Counter target spell of CMC 3 or less", which is honestly the only CS that blue needs right now.
People this days is too spoiled, dude recall is not constructed worthy, but those wanting it to be an instant are all out of their minds, talk about insane. The card is good in limited, probably non ussable outside this format, but comparing it to moonlace is bananas... it's a common people, not every common can be a bolt, geez.
Green gets instant speed card draw, why can't blue?
Might be useful in an Esper Aggro Deck. Can use Transmuter the turn it hits with this thing in play. In fact, you can play transmuter, bounce the transmuter back to hand with the doppleganger and put SotSW, Inkwell, Darksteel, etc. into play.
This, so many times, this. The MTGS "Blue community" is so ridiculous at times.

I started playing in Alara. I love the idea of blue (control, counter, card draw, weak creatures, win with preventative measures). I didn't have the money to go back and buy Lowryn stuff so i just ended up playing a janky Esper deck that rarely won games. My thought process was that I understood why they weren't printing good blue cards since Faeries was so ridiculous but that surely once Faeries rotated out they would restore the balance. So I would just stay up on the current sets and once Lowryn rotated I would be ok. Only problem is that they haven't restored the balance and my favored playstyle doesn't exist. Not only does it not exist but they are printing it in colors that I don't enjoy (green: big creatures and red : burn to the face, just don't appeal to me).
I'm gonna still play this game and still play nerfed blue, but i don't see why they can't balance the game according to the color pie. Either blue needs comparable and removal or increased power in their sorceries/instants. Right now they have weak creatures and, compared to this green card, weakened instants. Whatever... Uphill battle it is then.
That card is effectively a sorcery because its only efficient (midly at that) when you have a land ETB. And that is normally only on the owner's turn. Plus the cost is ridiculously prohibitive. Its a crappy draw spell and not even comparative to the instant speed draw shown here for green. Thats why you never see MotD run in any deck containing blue.
It doesn't change the fact that if G gets efficient creatures AND efficient instant speed card draw, where does that leave U? Blue has very inefficient creatures, horrible counters, no even decent instant speed card draw (or card advantage for that matter), and absolutely zero creature removal. How is that color supposed to survive a game that devs are pushing heavily towards creatures?

Its barely conditional in the current meta because everyone runs and has access to tons of removal (except U of course) but that doesn't change the fact that if you are at an aggro stalemate this can be used at the opponent's EOT to draw for answers and/or get out of lethal range. Its not as conditional as it seems and will win more games for the current "standard-owning" decks, which almost all run green.
it replaces itself and allows you to cast Maelstrom regardless of current mana issues.
