Why not a Karrthus, Tyrant of Jund? Dragonstorm for him and two Hellkites and you have lethal, and if your opponent has pesky lifegain you can deal 37 with Karrthus + 3 Hellkite.
Mangara of Corondor might be better than Harmonic Sliver. Tap him, and then slide him out while his exile ability is still on the stack. He'll come back while the permanent you exiled is gone forever. If you are willing to add in a Karakas you have even more ways to abuse him. You can also take Liquimetal Coating as it does absolutely nothing on its own.
I would up the Mox Diamond count to 4, it's just so good with Loam and Slide is somewhat of a slow deck so it can use all the acceleration it can get.
Thalia, Guardian of Thraben shines in a heavy control meta. She's also naturally very good after an Armageddon. I would not play more than 3 if you choose to include her, though.
Think Twice has a different function to Brainstorm/Preordain, it increases the number of cards in your hand (once you use its flashback). In a control deck, you need some cards that do this to make up for playing more lands and situational spells (compared to an aggressive deck). If you want to replace Think Twice, replace it with something like Fact or Fiction.
If instead you want to play more towards the tempo aspect rather than fast aggro, I don't know if I'd keep Goblin Guide. Giving your opponent lands helps them hit land drops every turn, making it easier for them to cope with tempo elements.
Why not Azorius Signet instead of Sphere of the Suns? It doesn't run out and you can use it straight away.
Since this is a very controlling deck, I would prefer something card neutral like Repeal instead of Vapor Snag. If you are more afraid of big fatties, Repulse could be the better option.
Preordain is generally better in a control deck with no shuffle effects than Ponder. With Ponder, you either choose to keep all the cards you saw or none. With Preordain, you can keep the good stuff and put what you don't want away.
Lastly, I would not put equipment in this deck. You only have a total of 9 cards in this deck which could be equipped and attack, six of which you will not be able to use until mid-late game. Using the Colonnades is usually mana intensive as it is without paying an additional equip cost, and if Yosei or Consecrated Sphinx survive you are probably going to win that game equipment or not. Instead I would recommend some cheap removal to flashback with Snapcaster. Swords to Plowshares would be excellent.
This isn't really a turbo fog deck since you only have 4 fogs and no mass card draw. I would stick with the MWC plan and replace the Dawn Charms with some targeted creature removal, preferably instant speed. Something like Swords to Plowshares or maybe Path to Exile.
The single Enlightened Tutor seems a bit random, either play four and build your deck around it or don't bother? If you play one you're likely to topdeck it late game when the extra turn to draw what you searched for is probably going to hurt. Personally, I would skip it altogether.
I don't know if you need full sets of Luminarch Ascension or Story Circle; I think most games you want to draw exactly one of each and no more. I would cut down to 3 in both cases.
Maybe you can play some Tectonic Edge instead of plains? They can help with manlands and buying them back with Sun Titan can be pretty sweet.

Celestial Colonnade is a far better land than Seraph Sanctuary, helps fix your mana too.

This doesn't really seem the right deck for Emrakul, with no mana ramp at all, but if you really want to accelerate into him, how about something like Everflowing Chalice?
Second the fourth Preordain, it also helps you find the correct color of land in case your mana is rough, which is a frequent issue in tri-color decks. I also suggest cutting a Swamp and a Mountain for 2 more Islands, so you can more reliably cast Preordain.
Kathari and Propaganda should be cut imo. As a control deck, you intend to take the game late and Propaganda doesn't help you later on at all. If you need to deal with creature swarms, use Pyroclasm.
If cards like Cavern of Souls and Boseiju are an issue, maybe it could just exile the spell instead? Or put the spell into its owner's graveyard? Essentially a similar effect to countering without using that language.
Hm, otherwise maybe a deck with lots of cheap uncounterable creatures would be too strong, although I'm not entirely sure about that.
Yeah, there's not much point to Delver in a control list simply because by the time you're looking to start killing your opponent, you can afford much better finishers than a 3/2 flyer. Delver is much better in a deck that wants to start putting pressure on an opponent starting turn 1, and in that case you want other cheap creatures to support such a game plan, at which point you are playing an aggro/aggro-control deck.
Now, if you are looking to play the Delver of Secrets as a first turn play to help defend against creature decks, that might be something. Kinda like the role Tarmogoyf played in some old Extended control decks. I don't know if that would work nearly as well though since although Delver can probably kill a lot of early creatures, he usually won't survive the fight.

Why Brainstorm when you have no shuffle effects? Preordain seems better. I prefer Think Twice over Impulse, it's really good in control mirrors and has synergy with FoF. Finally, how about Consecrated Sphinx over Rainbow Efreet? Faster killer, and single handedly keeps your Forbid lock up.
Like PopeJP said, RG is usually best as an aggressive deck. There are a few ways you can do this.
You can build an all out aggro deck using cards like Kird Ape and Goblin Guide, maybe the new Flinthoof Boar that's coming out in M13, backed up by cheap burn like Lightning Bolt and Rift Bolt.
Thirdly, since you have some Valakuts, you can also build a land searching ramp deck with Scapeshift as its kill. You then supplement that with burn and creatures to buy time and keep your opponent occupied in the meanwhile.

You can also play with some ramp like Llanowar Elves and Sakura-Tribe Elder to play bigger fatties like Boartusk Liege and Flametongue Kavu, and many others. Some other options with a deck like this is to build around Fires of Yavimaya, or maybe around Bloodbraid Elf.
