You could choose either order, but it's generally going to be to your benefit to apply the effect of the Hardened Scales first, which gives you 2x + 2 counters instead of 2x + 1, where x is the number of counters you would normally put on the object.

Caged Sun gives you one additional mana whenever any land you control is tapped for mana of the chosen color, not just basic lands. So, the Cabal Coffers generates 4 mana normally, but since it is trying to produce some amount of black mana, it gets one extra mana from the Caged Sun's triggered mana ability.

Other than the fact that mono-white generally doesn't get unconditional creature removal (that isn't the O-Ring type effect where the creature can come back if the enchantment is removed), I think this is undercosted by one mana, based on Unmake. I think this is okay at 1WB, though.

One thing that I think could help this mechanic (and I agree that it's difficult to make use of cards in library as a fair resource - see Arc Slogger), is to introduce a number associated with the mechanic
Rummage N (Each N cards you exile from the top of your library as you cast this pays for 1).
And then, you're still going to have to overcost cards and have N = 4 or higher for a lot of such cards in order to make it balanced for both Limited and Constructed.

It seems like a weaker version of Stab Wound, where the opponent can leave his creature back on defense to avoid the steady life drain each turn. I think this is okay at a single black mana, or a single white one - this seems in-flavor for white to punish attacking in this manner.

That may be, but the number of Draft/Standard Only players is simply astronomical (a factor of 5+, I'd bet) relative to the number of players who consistently play Modern and Legacy. Despite our vocal chorus, it's not market-minded people with long-run time perspectives who are driving the market. Remember also that the foils in the box also contribute toward box value, and if box value gets too high, dealers can and will open packs to take advantage of the arbitrage opportunity.

Between the huge supply that will be opened as well as the fact that there are at least two better versions of the card for the big spenders (ONS foils and Judge Promos), any price above about $35 represents purely speculative pricing based on price memory. These will fall to the $30 range, with possibly the blue ones staying a little elevated ($35-40) - remember that unlike supplemental products and something such as Modern Masters, this will be printed to demand and will be heavily drafted and opened throughout the world.

This is probably okay between the enters tapped clause and noting that you have to sacrifice a lot of lands to use it. Legendary status prevents it from getting too out of hand too quickly with Proliferate effects as well.

I don't know if I like the sound of that name. (Ouch!) But in all seriousness, the card seems both mono-red and about one mana undercosted - this is both more damage than a sweeper such as Anger of the Gods, as well as hitting planeswalkers (remember that this does completely neutralize an Elspeth +1, as a benchmark, and it's instant speed to boot. I think it would be fair at 3RR.
Also, Extinction, in relation to Species Eradication.

I think you are just unlucky based on a small sample size. I got 1 in 6 packs, but that doesn't mean that fetchlands are super common. If you opened a few thousand packs, it would almost certainly balance out on account of the Law of Large Numbers / Central Limit Theorem.

I think I would like this card better if it cost 3 to return to your graveyard and were moved to uncommon. Vineweft was playable in M15 limited solely on the back of the fact that it had some very nice synergy with Rummaging Goblin - this has the same synergy but takes a land spot instead of wasting a spell slot and also not being a mediocre card without a loot effect.
I like the concept, but I think it is undercosted, and I also think you should bump it up a rarity (and be mindful of looting effects in the format) for Limited balancing purposes.
