Looks like they want to make sure that you dont get a game loss for forgetting something like a soul warden trigger too many times, but they're doing it the wrong way IMO.

2. poison counters and tokens don't count as cards in your deck, and you can't just choose a random creature from a DFC checklist, you have to actually own the card you're crossing.

This. Loads of players moved to legacy or modern during the Last T2 season. Now that T2 is fun again, players are leaving legacy/modern for it.
