Shrapnel Blast means you're 2-for-1ing yourself, which would be fine in an aggro deck. Not so much in a deck which is trying to ramp into a 6-drop. So you can't have both. Between the two I'd go with the ramp plan, simply because you don't have enough good attackers in UR.
Chief Engineer also needs support - yes, he does, they're called 1-drops. Ornithopter counts but you'll need more than just 4. Sadly there isn't an artifact creature that costs 1, because it would fit into both the Ensoul Artifact and Chief Engineer plans.
Actually, even with a few 1s he's still not that good, because leading T1 land, 1-drop; T2 land, Engineer only gives you 5 mana, 1 less than 6. So close.
I can already predict what you're going to say, so let me save you the trouble of typing it out.
1) Yes, if you lead with an extra Ornithopter, you can get 6 mana on turn 3. No, it is not going to happen as often as you think.
2) Yes, the difference between getting a 6-mana guy out on turn 3 vs turn 4 is significant.
Do you know why modern affinity doesn't try to ramp into a darksteel colossus? Because The deck isn't designed to fully invest and get Their final game plan path to Exiled. I'm not just going to ramp into a t4 Soul of New Phyrexia so it can get destroyed, that's worse then the Ensoul artifact plan, also why are we in a format with City of Brass in Standard and you think we can only do two colors?
1) See, with Tempered Steel, you DID have backups if you didn't draw the namesake card. You had Signal Pest and Steel Overseer. Those guys can convert a field full of Memnites and Ornithopters into a win - THAT'S what I mean by backup. I would know, because I built the deck.
What backup do you have with Ensoul Artifact? Let me put this another way: name me something powerful that you can do with Ornithopters and Darksteel Citadel, that DOESN'T involve Ensoul Artifact.
2) What do you think of a 5/2 or 5/1, that can't be blocked except by two or more creatures, attacking on turn 2? Because you can do that with any 2-power 1-drop and Madcap Skills right now.
3) See, that's why I said "like". Stop taking things literally dude, obviously they're not exactly the same. The end result is the same in both cases: you spend two cards to get a (relatively) big creature. Yeah, so Ensoul Artifact lets you retain Darksteel Citadel's ability to tap for mana, because you'd rather be doing that than attacking with it, right?

The win condition is to draw through the deck through infinite combos or strong synergies and play laboratory Maniac to win the game.
Azami and Mind Over Matter
The combo allows for you to continually filter through the deck (draw then discard) You go until you find Lab maniac. Then play Maniac and deck yourself. Gush, turns a single card filtering into having four cards, Then you can discard the three to untap three lands and have the mana to play maniac.

Palinchron and Dead-eye Navigator or Phantasmal Image
Monolith With Power Artifact
Blue Sun's zenith for the amount of cards left in your deck then play lab maniac and draw two cards either through Azami or using cantrips
If you need to create colored mana Gilded Lotus and are available, if it is not available then I use gush to draw out the final two.

I honestly REALLY like this card... Makes me want to put it in every edh deck i can
They would give the hexproof-esque protection they need while also giving more procs to their heroic...
