How is echo a downside mechanic? You're splitting the cost into two payments, have the option to ditch it if you just want an ETB ability, and you don't need to pay the second half if it dies before your upkeep.
The only problem with echo is that evoke covers the most interesting part of it while being less tricky.
"Playable" is a dangerous word that will lead to ridiculous power creep. Something does not need to be playable to be balanced. When making a card, you just need to think of a reasonable scenario where people will play it, that scenario does not need to actually exist.
If they ever brought back banding, they would have to change combat damage back to the way it was before where you can divide it instead of having a line where you do lethal to one and move up.
Avacyn doesn't end with an "a" because she's just Sorin in drag. Either that, or she was originally going to be called "Nycava" but that was too sinister sounding, so Sorin reversed it.
This reminds me of a silly card idea I had not to long ago.

The fossil is suppose to be a part of a cycle if that wasn't apparent.
Also, you may have noticed that it has the snow super type. I am still holding onto my questionable ability word "Solstice — Stuff happens when you control exactly three or exactly four snow permanents." The fossil helps the snow balance by adding +1 to the count itself, getting a snow land if you need it, and self destructing if it gets too cold.

The only problem with echo is that evoke covers the most interesting part of it while being less tricky.
The issue is storm copying the spell you just added an extra effect to.
Because it would make banding change the combat rules in one less way, and the rules should have never been changed to be that way in the first place.
