If you pay 2 green mana in Primordial hydras cast cost will he come in as a 2/2 based upon master biomancers ability OR do you have to pay that x cost in order for the hydra to come out?

In MTG are you able to say for example use cloudshift on a creature that has been declared as a blocker and no damage exists at that point? I remember with Argent Sphinx you were able to use his ability and therefore no damage would be dealt to him or you. Does this still apply?
IF I attack with my Frontline medic that has trample and my opponent blocks with a 1/1 flyer and sends it back to his hand before damage is done. Does trample (2) damage still go through or does the damage cease to exist?
From gatherer Rulings: "If, for example, X is 5 and you choose three target creatures, Fireball has a total cost of {7}{R} (even though its mana cost is just {5}{R}). If those creatures are all still legal targets as Fireball resolves, it deals 1 damage to each of them."
---So you just paid 8 mana to destroy 3 creatures that have a toughness of 1? How is this even considered a good card?
Say i used Oblivion ring on a 4/4 hydra, meanwhile the opponent uses bioshift moving all of the counters of hydra onto another creature. My question is does O-ring stay on the battlefield as an enchantment or does it go to the graveyard because once bioshift resolves(first) O-ring can't target a creature which is already dead?
Thanks!

If this does work then will it work with an activated ability with say like Lobber Crew?

Also, does Progenitor Mimic copy counters that are on a creature or just the creature itself and abilities and what not?
