I've been playing Hornet Nest plus Setessan Tactics in different builds and so far it's usually the biggest blowout for them. I've had a dead board with 2 nests, I draw tactics, fights both nests against one Boon Satyr, fight Courser of Kruphix against the other satyr and make 8 bees. gg.
Can't flash it in turn 2 unless you play a 1 drop. If you are playing a deck that wants to play a 1 drop and a 2 drop, you don't want to be returning your 1 drop. Can't play it in an instant/flash type deck because they usually don't have many creatures and most of them want to stay on the field.
So basically it's relegated to guardian duty, which I don't think is that great at all. You are using cards in your deck on them, plus cards in your hand that might be dead. Even if you get maximum value from it (a person goes to kill a creature or block to kill your best on an all out attack) you are using a card to gain a card back to your hand and getting a 2/2 with tempo loss for one of their cards. Against sweepers it just martyrs for a dude.
I don't think this will make it to constructed lists just because there are better cards to fill those slots.

Looks like your main problem is your curve. You have to pay life to TS or duress turn one because of your land.
Why do you need such diverse 5 drop threats? Id say pick Obzedat, Assemble, and Baron, and cut the rest. There's almost no reason to have a whip since your only combo is one Whip with one Obzedat. Keep in mind you can't even target Baron with whip.
Legion's Initiative is bad main deck. Usually playing board buffs don't work, but in this situation it really won't work. It won't hit all creatures for even +1/+1, this deck isn't aggressive, also the bounce doesn't really benefit you since you only have one ETB effect.
It pretty much has to be, as there's almost no real upside to the no-regen clause in current Standard and Damnation is a card sorely in need of reprinting.
I was upset when I saw the new Kiora and realized I couldn't play BUG because white offers Sphinx and Verdict. But now everything might be awesome again!
Honestly, the best thing this card do is add 2 devotion to red. It's a very win more card: if you mange to use it's ability once you're in a great spot and in will always win the game before activating it twice. And it will wiffy whenever you're behind.
So it's a conditional 3 damage for 1RR... I would rather run lighting strike.
This card just sealed the deal on RGx mid-control for me. I've been trying to use Clan Defiance for a while now. Lots of good stuff for slower jund now.
