Where is your protection? Why do you not have 4 Force of Will and 4 Mana Drain? Dragon Storm is a mana hungry spell that would be easier to cast off a drain.
Brainstorm is Restricted, so you're only allowed one in your deck. What does burning wish fetch if you've got 4 Dragonstorms in your maindeck? Why are you running Tinker without running Darksteel Colossus? Why aren't you running more draw sevens like Wheel of Fortune?
How do you plan on casting spells with so few lands? You need to add some Volcanic Islands, a Tolarian Academy, 5-6 fetchlands such as Flooded Strand, and some basic islands and mountains.
Spinerock Knoll is waaaay tooooo slooooooow.
Have you considered running black? Access to Dark Ritual, Yawgmoth's Will, Vampiric Tutor, Demonic Tutor, etc all make it well worth the extra color. Black will also give you more protection in the form of Duress or Thoughtseize.
Now for the real question: What advantage does Dragon Storm have over Tendrils of Agony? First off you can only do 20 damage. If your opponent gains some life, you're pretty much screwed. Tendrils of Agony is much easier to cast, gains you life, allows you to run more protection, etc. I don't need to list off more reasons why Tendrils is better because the mere fact that it's been used ever since it was printed and dragon storm hasnt (even though hellkite made it possible). Really, tendrils is just a much better way to kill for storm decks.
Media is not making me steal. But in a way is like the story of the very hot girl with the short skirt teasing the old sick guy with a history of rape.
In terms of gain life... thats easy. You have 20 power worth of dragons on the board. It just takes a turn slower. Tendrils has that problem except for much worse. Manadrain would be great here, free mana.
But yea, Dragonstorm has no real advantage over other storm decks, other then its cool to smack face with dragons and its probably cheaper if your not relying on Will and etc.
grape shots are horrible, they are only good with pyromancer's swath (and even that is still bad) When people were suggesting tendrils I think the meant by its self, not with dragon storm.
honestly, If i were you, I would build R/G blecher. Its cheap to build, is better than what your trying to do, and it plays out almost the same as most storm decks so you don't have to switch your play style.
Dragonstorm costs a substantial amount more of mana then Tendrils. Tendrils is a win condition in and of itself, Dragstorm requires other cards - Dragons- to win, thus Tendrils takes up 1 space while Dragonstorm requires 5. Tendrils is in black, the color of great tutors and near broken acceleration Dark & Cabal Ritual. Dragonstorm has accessible accelleration in Seething Song, Desperate Ritual & Rite of Flame but they are slower then the black acceleration. Additionally black will give you access to Hand Disrpution - Duress, Thoughtseize, Hymn - to clear the way for your combo and if your combo falters Yawgmoth's will allows you to play it again. Red gives you - Wheel of Fortune - and that is about it, no searching, no disruption, no recursion.
If you want to win with Dragons in T1 consider Worldgorger Combo using Shivan Hellkite to kill. If you want to play Dragonstorm in T1 then you will probably just doing it to have fun, it will win occasionally, but you won't be playing a purely competitive deck.
Lastman had it about right, Belcher may be more the build you are looking for, but let us know how it goes.
It's not a super competitive environment, we play for fun. You could obviously cut the land for some power, add Yawg's Win, etc. But this shell has worked for me so far.
Edit: The most fun aspect of this deck is being able to hardcast your dragons.

I don't care if you're a moderator but you sir have said a very, very stupid thing.
Well it can't actually be FNM. FNM can only be standard or draft or sealed or two-headed. I assume he means that type of tournament.
Vintage without P9 does seem like you're starting to get into Legacy there though.

FNM can be Standard Constructed, Sealed Deck, Booster Draft, or Two-Headed Giant (Standard or Sealed)
But yeah... Why does he have a 10-proxy tournament with power 9 banned and call it vintage? Bazaar for the win. Why not just play legacy instead?
On-topic: Dragonstorm in vintage = bad. Tendrils = good.
I'd say dragonstorm is bad, like the others, but it does have a couple of advantages over tendrils. one: requires less copies to go off for lethal, so requires less cards than something like a tendrils build. two, if you do need to attack for damage, something that gives shroud to your opponent won't affect it. If teeg sees play, then just ritual out a quick dragon. that should be about the end of that. you can run the same hand disruption in here that you could in tendrils based decks. top picks for dragons?

Yeah dragonstorm just isn't that great of a storm card and you won't win much in a competitive environment. I'd say you should go with belcher
