Um, the 'rules', if there were any anyway, have softened up, and pretty much anyone can make their own page. So, yeah, that's all.
Some tips:
If you're going to make an ego page, please use the Person template and use the approopriate user status templates, thanks.
And yes, unless you're name conflicts with something, you can make it in the mainspace; it would be preferred if you've made an impact on the site - or invested considerable time (I suppose, a bit like the name-change thingo).
Try to trim down on trivia, or at least incorporate it into the article without making it look tacky or poorly written, in general. Cheers!

Seems ok, just want to stress that in case of conflicts, everything else takes precedence. Also keep in mind, that the pages in the main namespace can be edited by anyone. Have fun!
