Born in the [Pack], we've decided to play a bit of forum-based RPG, and because I somewhat brought it up/onto myself, I will be the DM for that endeavour. With that explanation out of the way, on we go to the notes.
Out-Game Knowledge:
Campaign - Technicalities
Style: Freeform.
I will borrow from some systems/books/movies and so on, but there is no rule compendium or source to be cite for any actions or character building. Freeform RP asks players to be responsible in their choices, and I will reward good ideas with success and bad ideas with failure. Simply put, common sense leads to common results. If a player can prove to me via writing that X is Y, then that will be the case, unless it is outrageous.
Character Power Level: Variable.
Because of my ancient fear of high magic, I would prefer a low magic scenario, with cantrips and alchemy over world-ending fire bomb mages. No magic at all, in favour of psi-abilities (Telepathy, Empathy, Telekinesis ...), is fine with me, too - I'll see what the players bring to the "table".
World Power Level: Adaptive.
If the players decide to go all-out superhuman/supernatural, the world will be likewise. If the players decide to be more modest about their characters, so will the world be. It will be balanced, as in, the world will always be at the same level as the players. The fancier the abilitites, the tougher the challenges. Something like intellect, though, is unrelated to, say, magical prowess - I want my players to outsmart the environment, not just bomb it. If one of my players wants to be a firemage, there will be fire-resistant opponents, or antimagic zones.
Level-Up System: Arbitrary.
If I see certain actions over a prolonged time, I may be inclined to give a character a new "perk" or ability he can use at his discretion. Otherwise, all growth will be fluent and non-static, such as gained equipment or knowledge, results of training etc..
Group Enforcement: None.
If the characters do not become a group, they don't. If someone wants to leave/change characters, he is welcome to do so, or if the group splits, that its fine with me, too. Same with a split group, that works against or with each other without direct contact. It will not be: "I see you have no mage in your group." - "Join!"; I prefer character interaction.
Combat: There will be combat.
Be it small fire arms, bow & arrow, swords, spells or fists. Combat will not be a dominating part of the adventure, but a defining one. I prefer my players to decide whether combat is necessary and whether they would rather avoid the pain. A somewhat realistic-er view on fights, whilst keeping in mind that fictional combat is way more fun than real combat - you don't get hurt, but can blow stuff up!
Character Creation: Approval-System.
All character write-ups will be reviewed before approval, to make sure they are somewhat equal.
Races: Humans.
Not to limit people, but to keep things simple. Please don't run away now!
Abilities: Within Reason.
A well-described, rounded out character is very likely to get into the game as he is submitted. A minmaxed character (extreme strengths, severe drawbacks) wouldn't have a problem either, if it is reasoned. The mathematical genius that is a social outcast is as likely as the retired ex-bountyhunter that is a good shot and knows how to put his ear on the street. Creativity will be rewarded.
Perks: Candy!
I offer every character the chance to claim a "perk". What that perk is, I leave up to the players' creativity and imagination. They can select and describe a special ability that makes their character special - that can be bespoke Psi abilities, or an uncanny knack for gathering obscure knowledge. Maybe it's speaking to animals! Or always knowing where North is. Or it is a defining as something out of a Marvel/DC comic, like, say, Magnetos power of bending metal to his will. Please keep in mind: The higher the power level of the perk, the higher will be the power level of the world. Perks should be explained in the biography.
"Sheet": 3 Sections.
I would like three things for a character application.
Physical Description, including current clothes. Pictures optional, but they make me happy.
Psychological Profile, including goals in life, major motivations, fears, likes/dislikes, religion, etc., if applicable.
Biography/Curiculum. The more detailed, the happier I am. If a perk is chosen, it belongs into 2.) and 3.), as it should be somewhat defining for the character.
Campaign - Scenario
General Scenario: Alternate Timeline / 1930's (I hope that's not where I lose the first interested players ... :()
The world we will play in is an alternate mirror of the 1930's. If you have played Bioshock, you might have a rough idea where this is going - it is the golden age of industrialization, steam is a major power source, genetics are on the rise, all kinds of wonky experiments are run. The twist will be that world war one ended with no victor, world war two never happened. The participating countries are ravished, survival is hard and transportation is pretty much up to oneself. People have obscure flight machines, ships have been captured and are used as mobile bases by survivor groups, and there is no form of super power or government left. Society has broken itno smaller subsections, each community governing itself. Some grew to be scientist, others became mercenaries. Left to it's own, without the UN or any likewise cabinet, the world is in a somewhat anarchistic state. Some live in mindless indulgence of riches and feast like kings, others scramble and survive from day to day.
I will flesh this out more and more as we go along, because ... the player characters will not be from this timeline. It is left this simplistic for the simple reason that exploring the world is part of playing this RPG.
Wait, how do we get there?
This leads directly to the question, where the characters come from. They are from our timeline, and from wherever they are (left to the players), they all happened to be at the World's Fair of Paris, in 1937. With the tension going on between the German and Russian government, the gloom outlook of war is overshadowing the Fair, yet interesting new things came up - arts and technology combined, to support each other in form and function is the theme. You (the characters) are in the crowd of onlookers, attending the show of the Croatian scientist Nichola Tesla, who is presenting a new break-through with his electro-coils. Something goes wrong, and after multiple rays of high current fold your biomass down to an energy level, you are twisted and distorted through the time-space continuum, only to re-emerge in Paris, before the Eifelltower, with a handful of other, smoldering people around you.
If at least half of the characters in a group decide to go somewhere (or do something, etc.), the DM may assume that the entire group goes there, unless a player in that group posts that his or her character is going somewhere else within a reasonable time. If so, earlier posts may be amended to reflect this split-off.
Simonne is a female scavenger from the village of Mennecy, south of Paris. She has met the group at the Eiffel Tower after being pursed by "gap beasts", which the group helped to fend of. Her method of transportation is a fuming, fire-spitting bike, grappling hooks and she scrounges through the ruins of old, finding items of interest for a group called the "Historians". She has blonde hair, is about 5'3" tall, rather thin and lacks the muscles of a brawler - irregardless of her cheek-in-tongue language, she seems to attempt to avoid violence. Her demeanor seems somewhat careless, if not like a bartering soul. Simonne accuses the group of lying to her about their origins, but shrugs it off as normal paranoia. She describes herself as a 'Tink', which may appear to be somesort of common mutation or profession people of her world acquire.

The Eiffel Tower
Torn and twisted, rusted and forgotten, battered by winds and the damage caused by old fires, the former sign of Paris is a bleak copy of it's original as the characters know it. There still seems to be the first level platform, but dangling cables hanging down imply that the elevator to the top platform has crashed down. What's to find in the steel carcass is yet undiscovered ...
The Tower's surrounding
What the characters remember as a beautiful constellation of ponds, fountains, aquaeducts and gardens looks like no one has catered to its upkeep in over a decade. The water is rotten, the beets either barren or growing wild, the concrete has cracks and the place is littered with garbage. Where ever the glory has gone, it did not leave much traces behind.

Ripped News Paper "Journal des Finances"
This French newspaper is a journal similar to the Financial Times, only from a French perspective. It seems to be in poor condition, and pieces are ripped out if it. Stains of unclear origin make it further harder to read what's left intact of the paper. Luckily it is the cover page, so it carries (possibly) the most important information right there.

Attitude
Considerate, laid back, and tries to not push his problems onto his comrades if he can. He discovered his abilities after he arrived from dimensional shift by accidentally blowing up a pebble he through across a lake. He visited the fair for research for a book he was writing in the hopes of fulfilling his dream of becoming an author. He's a bit headstrong sometimes but prefers to think things through more often than not.

Heya BLA - consider the character approved. I like the chosen perk. It's energy manipulation, has drawbacks and doesn't go out of proportion. Nice one!
Perk: If a symbol is drawn (I will upload it later, its pretty complex) my character can make a small-powerful explosion within the circle, and it does not affect objects outside of the circle. It takes an amount of energy relative to the size and power of the explosion, and symbol must be pretty accurate. This does not affect my character in any way, but can affect clothing and possessions.
Sciency version: I can manipulate the air pressure within a symbol drawn on a surface to produce an explosion ranging from weak-strong, being louder the stronger it is. This can cause hearing problems, but does not physically harm my character, but can harm clothing/possessions. It takes an amount of energy relative to the size and power of the explosion, and symbol must be pretty accurate. The symbol is a focus.

Ignotus was born with a birthmark over his left eye, making it look like there is a scarred over gash, his mother lost her life during birth, which is where his story starts, marked with death before he is able to even defend himself, Ignotus was raised as an unwanted and shunned child, victim of circumstances completely out of his control, he grew up trusting only himself because of the abuse at his fathers hand and the tormet of the society around him.
At 13 years of age, the age of manhood, he ran away. Finally, after years of neglect and abuse he is on his own, able to see the treasures that the world has to offer, but finds more horrors and filth than anything. He is immediately taken advantage of and loses what little he had. Forced to steal, he finds a knack for himself, until he accidentally kills the daughter of a bureaucrat, in an attempt to steal her purse so he could eat for the night. Because of this event he exiles himself to a more secluded and dangerous area of the city.
Living in the underbelly of society he is now a Mercenary for hire, usually stealing or assassinating for money, he trusts no one, is highly suspicious, and rarely comes out during the day, as he is a creature of night, living and surviving in a wasteland of crime.
After the rift, he'll have dark vision, seeing is null for him during the day, unless he wears his handy dandy Goggles(They'll be steam punk goggles), to block out the sun, at night time, he'll see better than anyone or anything.
In addition to the Dark Vision, he'll have a chameleon-esque ability, allowing him to change his skin to match his surroundings, which will make his stealth even better.

So, here's something for you to think about - how do you feel like inducing or deducting energy to/from gases, making them either expand or shrink (to the effect of thickening fog, dispersing tear gas, and if done rapidly, cause suction or expansion with violent effects)? I could totally see you using this to cause a momentous vacuum in a small sphere that causes all the air in a room to fleet towards it, or a point from where all gases (Like air) expands violently, like a shockwave? The power of the effect is the amount of drain it puts on your character, to add a "payment" method. Let me know.

Meh. If it can cause explosions, as the unscientific ability said, I'm game for it. Make it more versatile? Sure, why not! Character should be up this weekend. The penalty of the symbol is still part of it, unless you recommend otherwise. (Symbol is a focus)

When she was 14 her family emigrated to France in the wake of increasing pressure on her father to pay his numerous debts and the rise of Hitler to power. She dropped out of school to work in a munitions factory, laboring to assemble anti-aircraft shells under the constant threat of war. At work she took to wearing a cap and googles so no one could stare at her mismatched eyes.
Powers and abilities: Petrine rides a bicycle to work every day and is experienced with precise assembly of mechanical devices. After passing through the Rift, she manifests the power to reshape solid substances by affecting their atomic grid; given enough time, energy, and concentration, she could transform a bar of metal into a pole, a thin sheet, a weapon, or hundreds of shell casings, for example. She is also more attuned than most people to the workings of magical devices and artifacts.
Objects: Petrine carries a palm-sized quartz crystal in her pocket, a gift from her mother for luck.
Personality: Scientifically inquisitive, distrusting of people. She doesn't particularly desire to return to "the real world" because of how poorly she and her family were treated there.
Okay. For the bike comment, you get a Roflcopter Thumbs-Up. RTUs can be used in the game to pull of otherwise extremely outlandish actions - it's like a Get-Out-Of-Jail-Free card. Use it wisely.

Ok, now that all the misunderstandings are out of the way, here is my final character.
Name: Seth Dracovitch Sex: Male Age: 24 Height: 5'8" Hair Color/Style: Long straight black hair Weight: 170lbs Eyes: Gold Build: Lithe, but fit Skin: Caucasian Goals: Make a good life for himself somewhere outside of the slums of his home city, and far enough away where his gang doesn't follow. Fears: The people of the world will turn on him, see him as a worthless thug, and kill him for it. Social Type: Quiet, but has no problems talking to anyone. It was once said he could talk his way out of beingbeing arrested for robbing a bank, even if he was holding the money in his hands and people photographed it. Outfit: Solid black insulated skin tight clothes. Bio: Seth grew up in the slums of a large city with an extremely rare condition that made almost every bone in his body double jointed. Trying to use his new found flexibility to his advantage he studied acrobatics and parkour, becoming a master of controlling every movement of his body. In a part of the city where people choose murder and muggings over talking, his talents for scaling anything and ludicrously fluid movements combined with his abundance of street smarts and strategic forethought Seth has avoided almost every bad encounter he's ever been in. This caught the attention of a major gang boss, who wanted to get Seth involved with them. He now runs scouting missions for the largest gang in the city, staying out of sight and out of mind to ensure that nothing ever goes wrong. This specialty got him high into the gangs leadership members and he is only third from the top and he quickly learned that most of them were very smart, and merely could not get out of their lives, so they turned to crime, much like Seth himself. The Gang's major goal is to run the city in a fashion where knowledge and freedom are valued and the slums can be communities of happy folks, not the down and out that now inhabits the streets. But while the gang has Utopian dreams of kindness, they handle all their problems illegally and every event usually ends in violence. This strangely bothers none of them. What bothers Seth is that their organization has quite the amount of wealth, but none have the higher up status to get into the nice part of town. With his smart mind, Seth's come to the World Fair on behalf of the gang to see what Tesla's major unveil is all about, and hopes to get enough of an understanding of it to take home and convince the gang that it is what they need. Unfortunately the entire future of the gang rides on what exactly Tesla's unveiling, and no one even knows what it is.
Perk: Bone Destabilization- Seth has the ability to reshape his bones into any form, and even change the density of his skeletal structure. This however comes at the price of his physical appearance, as only his bones have this ability. When he uses his bone as a too, outside of his body, it physically has to rip through flesh and muscle to come forth, leaving that part of his body permanently scarred. This incredibly painful process allows Seth to have even more control over his body then ever before, but once the adrenaline of the moment wear off, it leaves him exhausted from the pain and effort.
First of all: Sorry for stepping on the brake here.
Humans only - and your character should be from this timeline, and ... a lot less outlandish by himself. He may pick up a minor perk (as described) due to the Rift, or develop a "realistic" talent farther to "supernatural" extents, but he shouldn't be a Halfdragon like you described.
Also, an onomastical hint: Dracovitch means "Son of Draco" and is not a family name. Slavic names of that region follow this pattern:
Perk: "Overdrive". When under immense pressure, or endangered, once a certain Adrenaline-treshold is reached, ~Character~ loses sense of rational thinking and subverts to an instinctal state. He recognizes allies, if befriended, as "pack-mates", and other people as either "insignificant" or "enemies". His muscle tissue tightens up, ready to set energy free at the highest possible level. Also, he becomes more resilient to trauma/impact. If the muscle energy was released (say, for a 6 meter lunge...) it takes about 5 to 10 seconds to regain that resistance again.
Backstory: An according clean-up. A "conditioning" by whatever (governmental) shadow-cell got their hands on him is completely fine, brain-washing happens, but wasn't as developed around the dawn of the 20th century as you would assume. That still can take him out of regular society and cause "mental damage" you can use to justify quirks.

History: Alexandré DesLorraines grew up between France and England, his father the head of a section of a major trading operation, his mother an Englishwoman (Alexis DesLorraines and Charlotte DesLorraines). A terrible "accident" caused the death of both of his parents, and due to political complications within the shipping company the starters of the accident claimed that Alexandré had died as well. This was 1.5 years ago, and Alexandré has been living on the streets of Paris since. He worked odd jobs when he could and stole when he couldn't, and made a living that way. His only living relation is his uncle, Lucien DesLorraines, a traveling inventor, is only to be found whenever the World's Fair appears. Other than then, Lucien travels wherever work is to be found. Alexandré hoped to find his uncle to take him in as the last Fair was before the "accident"...
Personality: Inquisitive, intelligent, charismatic, no longer trusts easily.
Perk: Alexandré can induce or deduct energy to/from gases, making them either expand or shrink (to the effect of thickening fog, dispersing tear gas, and if done rapidly, cause suction or expansion with violent effects). It can cause a momentous vacuum in a small sphere that causes all the air in a room to fleet towards it, or a point from where all gases (Like air) expands violently, like a shockwave. The violence of the reaction is relative to the energy expended, and he needs a focus to do this. (Focus to be drawn and scanned, it is a sun & moon depiction, the crest of his family)
Knowledge: Math up to triginometry, Science up to biology, mechanics of weaponry, mechanics of locks, "street psychology"

Humans only - and your character should be from this timeline, and ... a lot less outlandish by himself. He may pick up a minor perk (as described) due to the Rift, or develop a "realistic" talent farther to "supernatural" extents, but he shouldn't be a Halfdragon like you described.
Less outlandish, easy enough, I've got about a dozen different back ups for those that don't like the 'mutant' design. Never hurts to try at my favorite.

Ah, that makes sense, then. It seems like your family has dropped their last name during their progression of time, and adopted a paternal name as the family name. Not unheard of, especially when the Russian name becomes transcribed into English.
My reference was simply that a name stemming from the depths of Russia would consist of the bespoke parts - under the assumption that your character had ties to that. Please don't get me wrong - I'm not implying that your last name (as in, your actual name) is wrong. I wasn't aware of the ties to the name, I thought it was a picked name for the role. If your family line progressed like this through time and systems, it of course makes sense.
Well, seeing as it seems to be turning out that none of us has any reason to trust each other...

(i.e. Party 1: "Our audience with the King is tomorrow, let's just rest in the inn for tonight" while Party 2: "Let's break out of the dungeon in the middle of the night while everyone is sleeping") Putting one party's story on hold for the other doesn't seem like a good idea, especially in a message-board system and not a real-time system like this, so do you just run with it, or force the stories to interweave somehow?

A little bit of both. I like to work the backgrounds and alter outcomes with a gentle hand, but if a split group harnesses more spotlight due to a more pressing task, the other split part will have a more relaxed scene to interact with. I will do my best to keep all parties occupied, but there will be slightly more shallow waters if the group spreads. Intensitiy always flows.

Alright, my other character design, much more human, still can be killed by all conventional means, and has a power that literally relies on how his body holds up.
Hrm. I'm somewhat unsure how this is gonna play out, but I'll approve your new application. I simply see that you are depriving yourself of a lot of options (energy-related perk) and your character's motivation and background will be pretty much "dead" in this campaign (... as the people responsible for his troubles do not exist, nor does the world that "made" him).
If you are sure that you want this character, consider it approved. If you want to go over it again and maybe change some things, let me know. Right now, he would be reduced to a fairly odd knife-fighter in a world that has no meaning for him.
Born in the [Pack], we've decided to play a bit of forum-based RPG, and because I somewhat brought it up/onto myself, I will be the DM for that endeavour. With that explanation out of the way, on we go to the notes.
Out-Game Knowledge:
Campaign - Technicalities
Style: Freeform.
I will borrow from some systems/books/movies and so on, but there is no rule compendium or source to be cite for any actions or character building. Freeform RP asks players to be responsible in their choices, and I will reward good ideas with success and bad ideas with failure. Simply put, common sense leads to common results. If a player can prove to me via writing that X is Y, then that will be the case, unless it is outrageous.
Character Power Level: Variable.
Because of my ancient fear of high magic, I would prefer a low magic scenario, with cantrips and alchemy over world-ending fire bomb mages. No magic at all, in favour of psi-abilities (Telepathy, Empathy, Telekinesis ...), is fine with me, too - I'll see what the players bring to the "table".
World Power Level: Adaptive.
If the players decide to go all-out superhuman/supernatural, the world will be likewise. If the players decide to be more modest about their characters, so will the world be. It will be balanced, as in, the world will always be at the same level as the players. The fancier the abilitites, the tougher the challenges. Something like intellect, though, is unrelated to, say, magical prowess - I want my players to outsmart the environment, not just bomb it. If one of my players wants to be a firemage, there will be fire-resistant opponents, or antimagic zones.
Level-Up System: Arbitrary.
If I see certain actions over a prolonged time, I may be inclined to give a character a new "perk" or ability he can use at his discretion. Otherwise, all growth will be fluent and non-static, such as gained equipment or knowledge, results of training etc..
Group Enforcement: None.
If the characters do not become a group, they don't. If someone wants to leave/change characters, he is welcome to do so, or if the group splits, that its fine with me, too. Same with a split group, that works against or with each other without direct contact. It will not be: "I see you have no mage in your group." - "Join!"; I prefer character interaction.
Combat: There will be combat.
Be it small fire arms, bow & arrow, swords, spells or fists. Combat will not be a dominating part of the adventure, but a defining one. I prefer my players to decide whether combat is necessary and whether they would rather avoid the pain. A somewhat realistic-er view on fights, whilst keeping in mind that fictional combat is way more fun than real combat - you don't get hurt, but can blow stuff up!
Character Creation: Approval-System.
All character write-ups will be reviewed before approval, to make sure they are somewhat equal.
Not to limit people, but to keep things simple. Please don't run away now!
Abilities: Within Reason.
A well-described, rounded out character is very likely to get into the game as he is submitted. A minmaxed character (extreme strengths, severe drawbacks) wouldn't have a problem either, if it is reasoned. The mathematical genius that is a social outcast is as likely as the retired ex-bountyhunter that is a good shot and knows how to put his ear on the street. Creativity will be rewarded.
Perks: Candy!
I offer every character the chance to claim a "perk". What that perk is, I leave up to the players' creativity and imagination. They can select and describe a special ability that makes their character special - that can be bespoke Psi abilities, or an uncanny knack for gathering obscure knowledge. Maybe it's speaking to animals! Or always knowing where North is. Or it is a defining as something out of a Marvel/DC comic, like, say, Magnetos power of bending metal to his will. Please keep in mind: The higher the power level of the perk, the higher will be the power level of the world. Perks should be explained in the biography.
"Sheet": 3 Sections.
I would like three things for a character application.
General Scenario: Alternate Timeline / 1930's (I hope that's not where I lose the first interested players ... :()
The world we will play in is an alternate mirror of the 1930's. If you have played Bioshock, you might have a rough idea where this is going - it is the golden age of industrialization, steam is a major power source, genetics are on the rise, all kinds of wonky experiments are run. The twist will be that world war one ended with no victor, world war two never happened. The participating countries are ravished, survival is hard and transportation is pretty much up to oneself. People have obscure flight machines, ships have been captured and are used as mobile bases by survivor groups, and there is no form of super power or government left. Society has broken itno smaller subsections, each community governing itself. Some grew to be scientist, others became mercenaries. Left to it's own, without the UN or any likewise cabinet, the world is in a somewhat anarchistic state. Some live in mindless indulgence of riches and feast like kings, others scramble and survive from day to day.
I will flesh this out more and more as we go along, because ... the player characters will not be from this timeline. It is left this simplistic for the simple reason that exploring the world is part of playing this RPG.
Wait, how do we get there?
This leads directly to the question, where the characters come from. They are from our timeline, and from wherever they are (left to the players), they all happened to be at the World's Fair of Paris, in 1937. With the tension going on between the German and Russian government, the gloom outlook of war is overshadowing the Fair, yet interesting new things came up - arts and technology combined, to support each other in form and function is the theme. You (the characters) are in the crowd of onlookers, attending the show of the Croatian scientist Nichola Tesla, who is presenting a new break-through with his electro-coils. Something goes wrong, and after multiple rays of high current fold your biomass down to an energy level, you are twisted and distorted through the time-space continuum, only to re-emerge in Paris, before the Eifelltower, with a handful of other, smoldering people around you.

He discovered his abilities after he arrived from dimensional shift by accidentally blowing up a pebble he through across a lake. He visited the fair for research for a book he was writing in the hopes of fulfilling his dream of becoming an author. He's a bit headstrong sometimes but prefers to think things through more often than not.

Examples:
So, throwing a charged knife at a rubber tire does almost nothing, because it is insulated, whereas an accelerated knife wouldn't discharge, but pierce the rubber deeply.
An accelerated knife "just" pierces a metal barrel full with flammable substances. A charged knife discharges at the barrel, running it's energy into the ground, if possible. But a 50/50 charged/accelerated knife pierce pierces and causes a small(er) spark, most likely sufficient to ignite the contents.
If that works for you, the application is to be considered approved.

Perk: If a symbol is drawn (I will upload it later, its pretty complex) my character can make a small-powerful explosion within the circle, and it does not affect objects outside of the circle. It takes an amount of energy relative to the size and power of the explosion, and symbol must be pretty accurate. This does not affect my character in any way, but can affect clothing and possessions.
Sciency version: I can manipulate the air pressure within a symbol drawn on a surface to produce an explosion ranging from weak-strong, being louder the stronger it is. This can cause hearing problems, but does not physically harm my character, but can harm clothing/possessions. It takes an amount of energy relative to the size and power of the explosion, and symbol must be pretty accurate. The symbol is a focus.

Ignotus was born with a birthmark over his left eye, making it look like there is a scarred over gash, his mother lost her life during birth, which is where his story starts, marked with death before he is able to even defend himself, Ignotus was raised as an unwanted and shunned child, victim of circumstances completely out of his control, he grew up trusting only himself because of the abuse at his fathers hand and the tormet of the society around him.
At 13 years of age, the age of manhood, he ran away. Finally, after years of neglect and abuse he is on his own, able to see the treasures that the world has to offer, but finds more horrors and filth than anything. He is immediately taken advantage of and loses what little he had. Forced to steal, he finds a knack for himself, until he accidentally kills the daughter of a bureaucrat, in an attempt to steal her purse so he could eat for the night. Because of this event he exiles himself to a more secluded and dangerous area of the city.
Living in the underbelly of society he is now a Mercenary for hire, usually stealing or assassinating for money, he trusts no one, is highly suspicious, and rarely comes out during the day, as he is a creature of night, living and surviving in a wasteland of crime.
After the rift, he'll have dark vision, seeing is null for him during the day, unless he wears his handy dandy Goggles(They'll be steam punk goggles), to block out the sun, at night time, he'll see better than anyone or anything.
In addition to the Dark Vision, he'll have a chameleon-esque ability, allowing him to change his skin to match his surroundings, which will make his stealth even better.
Air pressure? I like. But, as sound is movement of particles, hitting our ear drums and the membranes within, if you stop the blast, you stop the sound, too.
So, here's something for you to think about - how do you feel like inducing or deducting energy to/from gases, making them either expand or shrink (to the effect of thickening fog, dispersing tear gas, and if done rapidly, cause suction or expansion with violent effects)? I could totally see you using this to cause a momentous vacuum in a small sphere that causes all the air in a room to fleet towards it, or a point from where all gases (Like air) expands violently, like a shockwave? The power of the effect is the amount of drain it puts on your character, to add a "payment" method. Let me know.

Meh. If it can cause explosions, as the unscientific ability said, I'm game for it. Make it more versatile? Sure, why not! Character should be up this weekend. The penalty of the symbol is still part of it, unless you recommend otherwise. (Symbol is a focus)

After passing through the Rift, she manifests the power to reshape solid substances by affecting their atomic grid; given enough time, energy, and concentration, she could transform a bar of metal into a pole, a thin sheet, a weapon, or hundreds of shell casings, for example. She is also more attuned than most people to the workings of magical devices and artifacts.
Objects: Petrine carries a palm-sized quartz crystal in her pocket, a gift from her mother for luck.
Personality: Scientifically inquisitive, distrusting of people. She doesn't particularly desire to return to "the real world" because of how poorly she and her family were treated there.

Goals: Make a good life for himself somewhere outside of the slums of his home city, and far enough away where his gang doesn't follow.

Social Type: Quiet, but has no problems talking to anyone. It was once said he could talk his way out of beingbeing arrested for robbing a bank, even if he was holding the money in his hands and people photographed it.
Outfit: Solid black insulated skin tight clothes. Bio: Seth grew up in the slums of a large city with an extremely rare condition that made almost every bone in his body double jointed. Trying to use his new found flexibility to his advantage he studied acrobatics and parkour, becoming a master of controlling every movement of his body. In a part of the city where people choose murder and muggings over talking, his talents for scaling anything and ludicrously fluid movements combined with his abundance of street smarts and strategic forethought Seth has avoided almost every bad encounter he's ever been in. This caught the attention of a major gang boss, who wanted to get Seth involved with them. He now runs scouting missions for the largest gang in the city, staying out of sight and out of mind to ensure that nothing ever goes wrong. This specialty got him high into the gangs leadership members and he is only third from the top and he quickly learned that most of them were very smart, and merely could not get out of their lives, so they turned to crime, much like Seth himself. The Gang's major goal is to run the city in a fashion where knowledge and freedom are valued and the slums can be communities of happy folks, not the down and out that now inhabits the streets. But while the gang has Utopian dreams of kindness, they handle all their problems illegally and every event usually ends in violence. This strangely bothers none of them. What bothers Seth is that their organization has quite the amount of wealth, but none have the higher up status to get into the nice part of town. With his smart mind, Seth's come to the World Fair on behalf of the gang to see what Tesla's major unveil is all about, and hopes to get enough of an understanding of it to take home and convince the gang that it is what they need. Unfortunately the entire future of the gang rides on what exactly Tesla's unveiling, and no one even knows what it is.
Perk: Bone Destabilization- Seth has the ability to reshape his bones into any form, and even change the density of his skeletal structure. This however comes at the price of his physical appearance, as only his bones have this ability. When he uses his bone as a too, outside of his body, it physically has to rip through flesh and muscle to come forth, leaving that part of his body permanently scarred. This incredibly painful process allows Seth to have even more control over his body then ever before, but once the adrenaline of the moment wear off, it leaves him exhausted from the pain and effort.

History: Alexandré DesLorraines grew up between France and England, his father the head of a section of a major trading operation, his mother an Englishwoman (Alexis DesLorraines and Charlotte DesLorraines). A terrible "accident" caused the death of both of his parents, and due to political complications within the shipping company the starters of the accident claimed that Alexandré had died as well. This was 1.5 years ago, and Alexandré has been living on the streets of Paris since. He worked odd jobs when he could and stole when he couldn't, and made a living that way. Personality: Inquisitive, intelligent, charismatic, no longer trusts easily.
Skills: Courtesy, bilingual (English-French), knife fighting, lock picking, climbing, and pistols (somewhat decent aim).
Perk: Alexandré can induce or deduct energy to/from gases, making them either expand or shrink (to the effect of thickening fog, dispersing tear gas, and if done rapidly, cause suction or expansion with violent effects). It can cause a momentous vacuum in a small sphere that causes all the air in a room to fleet towards it, or a point from where all gases (Like air) expands violently, like a shockwave. The violence of the reaction is relative to the energy expended, and he needs a focus to do this. (Focus to be drawn and scanned, it is a sun & moon depiction, the crest of his family)
Knowledge: Math up to triginometry, Science up to biology, mechanics of weaponry, mechanics of locks, "street psychology"

Less outlandish, easy enough, I've got about a dozen different back ups for those that don't like the 'mutant' design. Never hurts to try at my favorite.
I'll be honest, I'm not exactly sure where you're going here. Fun fact, Dracovitch is my actual name, hence I use it a lot since it's not all that common and I'm one of those people that doesn't really care about 'hiding on the internet.' I'm of Russian decent, I know that Russian 'ich' names very, very rarely have "t's," But I learned when I was little that my family had the 't' added to their name when they came to America. Why that is, I'm hazy on, I'm sure if I went digging in the garage for the old books I could tell you.
None taken, I enjoy being the freak with wings in almost every setting, but I've got the other ends of my character lined up for cases such as this. I'll work on the next incarnation later tonight. Or 'project sharp' as my friend called it once.
My reference was simply that a name stemming from the depths of Russia would consist of the bespoke parts - under the assumption that your character had ties to that. Please don't get me wrong - I'm not implying that your last name (as in, your actual name) is wrong. I wasn't aware of the ties to the name, I thought it was a picked name for the role. If your family line progressed like this through time and systems, it of course makes sense.

Chris, how do you handle temporal disjunctions among dispersed parties? (i.e. Party 1: "Our audience with the King is tomorrow, let's just rest in the inn for tonight" while Party 2: "Let's break out of the dungeon in the middle of the night while everyone is sleeping") Putting one party's story on hold for the other doesn't seem like a good idea, especially in a message-board system and not a real-time system like this, so do you just run with it, or force the stories to interweave somehow?
