Well, it looks like something like that will work. So, what about weapons? should they have a certain amount of energy they use and a certain amount of damage they do?
We should employ the Magic The Gathering system of timing, like instants, sorceries, and interrupts. Then we can include the turn based system, where there are different stages in one's turn. Like, a laser is like an instant, a photon torpedo like sorcery, a barrel roll like an interrupt. They have different timings which can only be done in different stages of the turn.

Well, the timing is important. Photon torpedoes aren't instantaneous, as well as barrell rolls and whatnot. Laser fire are the only things that can be considered instant. Dodging a torpedo should be easier than dodging laser fire. Common sense, really.
And when you're defending, does that mean you stop firing your lasers? I'd mash the buttons and keep firing for my life if I was defending. This is why laser fire could be fired while attacking and defending, torpedoes only for attacking.

Again... it also depends on what laser fire could be. Maybe the nature of laser fire still uses a good amount of energy during firing and recharging, so the instantaneous speed of laser fire could only be used so much. In a time where bigger is better, it seems obsolete to use anything low-powered and quick-firing when protective armor can easily defend from such an attack.
Call it a stroke of genius, or divine inspiration. I was up until 5am doing this as I had a sudden revelation while I was about to go to bed.

The Spirit of Role Playing
As this is a forum-based RPG, numbers, statistics, formulas, probabilities, dice rolls and the like have no place in it. In light of the basic concept and principle of the Coliseum, the CSP shall abide by them. Like CSP’s predecessor, CTP, and all other Projects, Quests and Random Battles for that matter, the skills and abilities of each character has no numeric value or statistical deposition. A Fireball is a Fireball, and a Lightning Bolt is a Lightning Bolt. When a character uses such skills against an opposing character, it does not inflict a specific amount of damage. It is done through Role Play, and the opposing character has the option and the prerogative how much said Fireball or Lightning Bolt affects him. It is the most basic rule in Role Playing.
The Genre Differentiation
Unfortunately, Science Fiction has been a recurring disappointment in the Role Playing world. This is simply because we view Science as something that’s supposed to be precise, measurable, and logical. It must abide by the laws of physics. In Fantasy Role Playing, the laws of physics are often ignored, if not rewritten with Magic. Magic is the antithesis and counterpart of physics. Wizards often get away with defying physics by simply alluding to Magic. In Science Fiction, we don’t have that luxury. But there is a way around this barrier.
The Laws of Physics Obeyed…
Lasers will always hit their target. This will be the guiding principle of the CSP. The laws of physics dictate it. How can anything avoid a photoelectric beam unless one is moving at the speed of light? If Ship A fires upon Ship B with a laser cannon, the laser fire will hit Ship B, unless Ship B reacts and offers a countermeasure, like shield defenses or sequential evasive maneuvers. This being the fundamental principle of the CSP, it is only logical that battles be held in turns, so as to give both sides a chance to react, and thus obey the other law, the Role Playing law.

We all know numbers and statistics are contrary to the art of Role Playing, and at the same time, we know that in Science Fiction, physics must remain intact. We want to give each other the freedom to act upon each other’s actions, but being Science Fiction, we must do so with the semblance of structure. One cannot just keep firing the laser cannon like a Wizard would keep casting Lightning Bolts until he feels tired. We don’t have the luxury of Magic, and machines like spaceships don’t have the ability to feel tired. But they can be depleted, and with depletion, there must be a draining of energy. There must be limits on what we can do in Science Fiction, there must be uniformity.
The Law of Conservation of Energy
Because ships cannot just go on fighting until the end of time, there must be a duration of how long a ship can go on fighting, depending on its energy resources. The only plausible way of doing this in forum-based RPG is through post count. Every ship can only run for a specific number of posts, depending on its class. Common sense would tell us that the bigger the ship, the more energy it can store, the longer its duration. Thus, a ship’s energy can be equated to the amount of activity it can do. This leads us to the solution of our dilemma - Amount of Activity.
The System of Forms
We now have implemented a limit to the amount of activity a ship can do for a period of time, or in our case, number of posts. And with the limit of the amount of activity, we have dissected every action and every movement of the ship into units, and we shall call these units Forms. It might be wrong to compare this to a Card Game, but we have nonetheless arrived at a junction, wherein each ship’s action is a specific unit or a specific Form. Isn’t this parallel to Card Games, where any action, whether an attack, a defense, or a movement is represented by one card? In our scenario, all moves of a ship during battle are like cards in a deck, with the deck being the limit of activity. Whether it is firing laser cannons, dodging by evasive maneuvers, defending by raising shields, piloting reflexes and whatnot, they are all units of movement.
The System Explained
In simpler terms, each Player has a conglomeration of various skills (Piloting, Navigation, etc.) and equipment (Laser Cannon, Engine, Shield Generator) he may use as his ‘cards’ or in this case, Forms for movement during skirmishes. Like any deck of cards, they may be depleted after usage. A Player must collect as many Forms (Skills and Ship Parts) as he can for his arsenal, so that he may perform these moves during battle. Hence, battle in the CSP is an art with motions and Forms like Martial Arts, which must be cultivated by the Player by training, in this case, interacting and participating in quests to be able to Learn Skills (Neural Inputs) and/or Purchase Equipment (Legal or Black Market).
Integration of Mechanics
With the CTP format where Players are also Planet Owners, they are also the regulators and distributors of Forms. They make these available in their quests for the other Players. With the self-regulating system of the CTP, it ensures fair play via the Invisible Hand. If Planet Owners provide broken Skills and Enhancements to the Players, having their own Characters outside of their territories, they will suffer the effects of such brokenness. Furthermore, if such Skills and Enhancements violate fair play, the community may in fact vote upon it and thus restrict or ban them from usage.
Form Making
Basically, what you should have in mind in creating Forms for other characters is its practical purpose and fair play. If you create a Form called 'Barrel Roll', you must specify the movement in detail, like 'to dodge an enemy's attack by rolling away at an angle'. You don't have to go into numbers however, as this is contrary to our goals (unless you want to indicate the number of posts said Form can last). Leave it up to the other player to react, leave it to him to Role Play. When you create forms, you have to indicate quantity in terms of how many times you might use such a move during a battle. Just like in your normal deck of playing cards, you can only have so much Aces up your sleeves, which is four. The limit of four is a good number, as this will ensure each player to continue questing to Learn more skills or Purchase more equipment.

Let me just start out by saying your "laws" are well written and in good spirits.
Now I have a few Conundrums and ideas to tickle your brain with. My first is the idea of there being multiple retainers operating a ship at a time, both NPC and PC. Would the idea of hiring out retainers be of any consolation to your laws inscribed here? And thus forth, calling them retainers? For instance, said pilot hires out a willing Retainer (hired from a planet, nonetheless) who will in fact give the ship bonuses (and possibly even penalties) to the Number of posts that an item is capable of being used, ie. A ship gets an extra manuever or two for the engineer that was hired on to [Owner]'s boat.
And what about the amount of activity per post? How do we discriminate against those that wish to fire several weapons at a time while performing multiple manuevers?
My other qualm with the post situation is the one of when there are more than two people present within a thread, thus causing a multi-user engagement. Your said policies work when the numbers are 1 vs 1, but what about 2 vs 2, 3 vs 3, or even a 1 vs 1 vs 2? While said engagements are unlikely, they can and may even happen.
Beyond what I have already stated, I like your instated laws, and I will thus create a wonderful array of items and skills for each who wishes to empower their characters and ships.
You can fire several weapons at the same time provided you have enough weapons to fire. You'd probably have to buy equipment to have those weapons, and hire more people to operate those equipment, or buy a program that automatically links your weapons together. Getting NPC's to add to your crew is a great idea, and for sure they can have bonuses, depending on the Planet Owner who made that NPC. Think of this as summoning a creature to work for you. Still part of the Forms. As for PC's joining your crew, which is another great idea btw, his skills can be used along with your pilot's, but they are still limited to the maximum post count of a ship. Again simple logic. Hiring another person does not make the ship's energy increase, unless you throw him in the engines and turn him into fuel. But he does contribute to what the ship is capable of doing.
Haven't you played multiplayer battles in MTG? It's the same concept, you just rotate turns.
I hope this revolutionary method will finally solve all our Sci-Fi problems for good. This could pave the way for future WP's.

A few other thoughts that I just came up with myself in the way of logistics and such. I like all of the ideas thus far, and while it may be a bit of a pain to set up at first, I can't think of a better system. Also, a thought on the whole laser weaponry: while a laser would travel at the speed of light, would it not depend on the firing system as well? If a person were manually firing at a ship, there could be luck or evasive manuvers made to help lower the odds of a direct hit, while a targeting computer would easily track and garuntee a deadly hit with a laser. Also what type of system will be used in the chance of wars and such, where entire fleets are incorporated into the battle? And whenever you're ready to throw full effort back into CSP just let me know and I can actually make my planet and stuff like I said I would.

Yes, the targeting system can be bought as equipment. Siberkil said he'll provide us with the first set of Forms, so let's wait and see what he came up with. Here's the template I had in mind:
Example here would be your basic laser cannon
Form Name: Laser Cannon
Form Cost: 10,000 Credits (if this was a pilot skill, say N/A)
Form Text: Capable of firing highly concentrated plasma bursts
Form Duration: 5 recharge time of 2 (Limited to the ship class operating power)
Form Quantity: 2 (Max 4) This means the ship is equipped with two laser cannons

Hopefully, I'll have some items jotted down, and maybe altered a little to reflect what I think the forms should look like, or at least renamed to, so that people will know what we are talking about. Perhaps "System Cards," "System Units," "Item Forms," or whatever. "Form" is good for a general idea, but should be renamed appropriately depending on the medium they are presented in.

How about an Alien Design System? So people can make their own Aliens? That's really all I can think of right now. On the other hand, I've been mopping some ideas together for your "Forms" and should have a preliminary list ready (that's without prices and such, but a general list of items and ideas that can be attached to ships and whatnot.)
If we got access to subforums etc. for CSP. we could work it like this and it would seem to be alot more organized.
Colosseum Space Project > Sub Forums of All Different Systems > Threads to different planets and quests, etc. that can be done by the whoel system.
It would make each System into its own little WP.
Then, you could have the System Creator and then mods for each of the planets that are created? The planets creators run all the stuff on their planet and the System Creator runs all the quests, etc. for the whole system.
