Oooh...I like that a lot. And by a lot I mean it's just awesome. Only thing i'm not favoring...the eye. It's too human and it doesn't seem to fit in with the impending evil the rest of the picture represents. You'd think it's someone wearing a mask because of that eye and I think it throws off the balance of darkness shown in the art. I like Mindwiper too...also a lot.

Why on earth would they go and comission new art, wasting more money on a card that they know will not see play on a grand scale at all? It's a waste of money.
It's not unheard of for WotC to commission a piece from an artist and then change the name of it later. In fact it happens quite regularly, often without the artists knowledge.
Might be Hypnotic Spectre, then again might not.
For all we know, it COULD be Abyssal Spec or Hollow Spec.
Regardless, it's a fanastic piece of work. Catches the eye, so why not put it on packages?
well, I guess we have even more proof now with the banner for becket at starcitygames. It shows that the front cover of the becket magaisine will be the specter art and come on.. would they really put any other specter on the FRONT PAGE other then something as spectacular as good ol hyppie

to repeat it AGAIN, the hypnox art is a scetch. The card name wasnt decided yet and mindsviper was most likley the playtestname for the card so that was what he called the card. this also is applicable to the mirrodin art on the site since it looks like they too have playtest names. But in the case of 9th edition he would prolly know most of the names for the cards he is drawing.. especially if wotc wanted the specters to be similar he kind of had to know..

I think your missing my point, Hanabi's Blast doesn't count because you're doing it to yourself. Making yourself discard at random has been a theme of red for a long time. Making your opponent discard at random hasn't been printed for a long time.

A few points were finally made toward the end of this article by some of the posts that followed along what I wanted to say here: The "Mindwiper" picture on Staples' website was a sketch for Hypnox, and that was the probably the playtest name for the card before they knew what the official name would be. It makes complete sense.
As for Hypnotic Specter, that card has been around since Alpha/Beta days, the beginning of magic, so it would make complete sense that if they wanted to commision new art for the card, then the artist would know the exact name.
The comments made about the picture looking more like Abyssal Specter is hard to argue because a specter is a specter. Wizards likes the idea of specters riding undead flying reptilian creatures causing fear. Plus, this fits the theme of a "flyer", which Hypnotic Specter is.
In Rosewater's article, he does mention that R&D dislikes random discard affects, but they came to this decision after Mercadian Masques and right before Invasion. It's one reason why they chose not to reprint Stupor in 7th Edition. Now saying this, look at Red in Odyssey and notice Skullscorch. It's a functionally reprinted Hymn to Tourach, but gambit-style instead; you've got an option. Random discard is unliked, but many players argue that its incredible disruption and one or two random-discard effects are what makes black more powerful that simpley making your opponent discard a card of their choice. On the other end of the spectrum, you can't create too many cheap-rare (or large-casting common) discard spells that let you look at your oppoents hand and choose what they discard. Adding random discard back into the fray allows black to touch upon on three styles of discard, which makes it a more complete color as a whole.

Pie? As much as you might think that actualy follows... it doesn't. Look at WHY Maro said random discard was bad: It generates fewer decisions and is generally less fun. People feel their cards were stolen by chance.
Hanabi Blast is self inflicted, meaning that you don't play it if you don't like it. It doesn't counter the argument even in the slightest.
You're right, Random discard is "unfun". But I also find a 3-mana, untargettable (basically), 3/2 with regeneration extremeley "unfun"... but only when playing against it. On the flip-side of the these situations, I love playing random discard effects more because of the total disruption than because I might get "lucky" and hit a good card. Luck has nothing to do when your opponent has only one card in their hand and you hit them with a Hypnotic Specter.
Now, as unpopular as certain mechanics are, I can clearly remember the days when an April Fools joke was that Wizards banned "Islands", and instead of laughing they heard people rejoicing over how much easier magic would be to play. There will always be "unfun" cards and mechanics created and played, but to totally destroy the idea of these mechanics does not make complete sense. Fans played mono-black in the old days because of turn 1 Hypnotic Specter via a Dark Ritual, then turn 2 Hymn to Tourach, and possibly followed up with turn 3 Hyptnotic Specter, or worse: Dark Ritual, Mind Twist. Then followed up with The Rack or two.
The concept then was to quickly remove mass ammounts of cards from your opponents hand, not to get "lucky" and hit good cards. Black eventually got Edict and had Contagion. It was never weak on removal, so hitting a creature didn't matter. It was about the size of their opponent's hands that did. 0 cards meant black won, but older discard was cheap for the ammount of cards that got discarded plus the fashion in which they were discarded: randonmized.
My retort in my first article wasn't to argue that random discard is better, but more to support the understanding on WHY R&D chose to drop randonmization in discard. It's because of players losing to a card that "randomly" nuked their best play during their next turn. And over time, plus the internet, these feelings reached wizards in larger numbers (but probably in larger numbers of casual players than from tournament players.) Yes, Randomized discard does hurt, I know. I play MBC a lot in Type 1 (powerless and even full-powered environments) and Black hurts because of it's hand control, but I never called the deck "unfun" because I've had time where I was in the pilots seat of the black player going: "Turn 1 duress will get a counterspell either played, or the smart player will let me choose the card to get discarded. Then turn 2 i'll hymn looking for that 2nd counterspell, then hope on turn 3 I can play a Specter without a counter and that's good for now til I find a tutor to get Hymn or Mind Twist."
As unfun as Random Discard is, and as unfun as Counterspells and Ravager were, magic will not completely annihilate these kinds of cards in future design. Reprinting a 3 mana 2/2 flyer with a random discard effect isn't as powerful because it can't hit the table until turn 3, or turn 2 and at most, if you run moxes. (Turn 1 with 2 moxes isn't smart always... unless playing againt MBC in type 2, maybe.) So, this one card will not break the format, nor change too many decisions if it is the card actually being printed.
As for Hanabi Blast. Red has been using Randomized discard in their cards for much longer than Hanabi blast, but this is just the most current card to use it. They see spells dealing damage and possibly getting to be repeated by randomly losing a card to the ability that dealt the damage. Red is Chaos, and has been known for a long time now, so I don't judge the future of any other colors based on what Red has to offer in their effects, unless I see something like "R, Instant, Counter target blue spell." Then I might worry about the power level of magic rising again.
